In recent years,China has made great efforts to develop nuclear power industry. Under the revelation of the nuclear accident in Fukushima, the nuclear power safety is particularly important. The existing and abuilding nuclear power plants are located at the edge of the coast.But they are lack of systemic sea rescue platform for emergency on the shore-based nuclear power plants. For this kind of situation,this paper has carried out the research of optimizing the allocation of the shore-based resources in the emergency rescue platform at sea of shore-based nuclear power plants. The purpose is to establish an emergency resources supplying system aiming at deal with the nuclear accident on the shore-based plant. So we can build an emergency rescue channel at sea quickly and efficiently after the accident,and strengthen nuclear safety. The paper analysis the main factors which influence emergency resource allocation of the accident on the shore-based nuclear power plant based on the successful experience of researching the emergency recourse allocation for all kinds of natural disaster and traffic accident. The mathematical model is set up respectively. The simulation and calculation are made. This provides important basis for optimizing emergency resource allocation on shore-based nuclear power plant. The main research of this thesis is as follows:It researches existing emergency ships of our country. It summarizes and analyses the platform's /ship's function and technical index for nuclear power emergency. It analysis technical equipment resource type and technical functions needed by emergency rescue platform as well as the types and functions of general nuclear emergency resources.It analyses the main factors which influence the optimized allocation of the shore-based emergency resource on the nuclear power plants in detail. And it provides basis for the establishment of mathematic model. set the premise assumption that the model is tenable and make it mathematicization, then construct the corresponding mathematical model. The paper analyses the model objective and constraints, expounds the significance and solving method of the model. And then we should make an analysis of case, assume the specific circumstances, set parameters, conduct MATLAB programming, and verify the feasibility of this model.It researches the working ways of many factors which influence the construction of the emergency resource base.
