Study On The County Authority Reformunder The Background Of Local Government Innovation

During the economic transitioning further from plan economic system to market economicsystem in China, city-administrate-county system which was carried out nationwide from1974has gradually lost its original effect and has become “a stumbling block” to inhibit thedevelopment of economy. Under the administration of a city becoming increasingly clear, the callsfor reform of changing the city-administrate-county system to innovate a new administrativesystem has becoming growing. A reform of the new administrative system is upon us. In order togive play to the country government’s enthusiasm, to promote the county economy’s development,to deepen the reform of the administrative system, to reduce the administrative level, to improvethe administrative efficiency and to promote the coordinated development of urban and rural areas,there are eight provinces choosing219counties to pilot the “county authority” since the1990s.Due to its unique conditions, Zhejiang province has taken the lead in reforming and obtainedremarkable achievements in the Yiwu pilot, which has become a hotspot research in domesticacademia and politics. Taking Yiwu “county authority” reform as a typical case, this article isin-depth and systematic research into background, motivation, problems and shortage existed in thereform, followed by some corresponding solutions. This article controls five parts:For the first part of introduction, the article emphasizes on clarifying the research backgroundbased on the administrative system reform of our country and tendency of the global publicmanagement reform, then analyzes the significance of the research from the point of view ofdeepening reform of the administrative management system, of improving the administrativeefficiency and of promoting regional economic development. On this basis, this article finds thedirection and the theoretical foundation for the research by carding the domestic and overseasliterature data on reform. Finally, this part introduces the main content structure of the thesis andthe methods for the research.The second part, taking Yiwu “county authority” reform as a typical case, explores themotivation of the Yiwu reform form the time-background, the direct motive, the realities and the driving force. Then this part shows the five “direct provincial supervision of county reform” intime sequence, clarifies the evolution path of Yiwu reform, points out the influence and effect onYiwu of the five times of reform. Finally, this part summarizes the effect obtained in the reformpractice based on analyzing those empirical support and data.The third part, according to two dimensional of theory and practice, analyzes the problemsexisting in the reform and the underlying reason for these problems, such as relevant policies andregulations, decentralization and matching, regional public goods supply, cultivation of regionalcentral city, decentralization and supervision, and so on. This part finally deeply discusses anddissects many difficulties in the reform within our country’s existing system.The fourth part, aiming at those problems in the reform, puts forward countermeasures todeepen and to perfect the reform in several ways: coordinating intergovernmental fiscalrelationship, strengthening legal system, paying attention to match social administration andeconomic management，building cities and counties in the partition pattern, improving supplyefficiency of urban and rural public goods and perfecting power supervising system of China,which provides beneficial enlightenments to promote and improve the reform of local governmentsin China. In the conclusion part, the article supposes that “direct provincial supervision of countyreform” is workability, but full consideration is necessary.
