| The fourth plenary session of the 19 th central committee of the Communist Party of China(CPC),held in 2019,put forward to promote the modernization of the country’s governance system and governance capacity,which points out the direction for public security grassroots to improve the ability to prevent and dissolve major risks and to ensure social security and stability.As the key point of governance in the field of public safety,the railway station is an important part of the modernization reform of social governance systems and governance capacity.The policing integration of railway-local police is an innovative policing measure to actively respond to the deployment of the police classification system reform of the large police department proposed by the Zhejiang Provincial Public Security Department,promote the re-engineering of policing processes,and build a policing community under different systems.This thesis research is based on the innovative ideas of Yiwu Railway Station in the process of exploring the railway station security management,to propose the“Integration of railway-local police” mechanism,which effectively solves the problems caused by the clear management boundary under the traditional “Separate policing” model between the railway police and the local public security institutions,such as weak cooperative combat capability,uneven police force spatial distribution,and poor information exchange,etc.,and has a significant positive reform effect in dealing with the risk of violent terrorist attacks in the new era,raising the level of public security management and serving the masses.Due to the special internationalization characteristics of Yiwu City and the complexity of its population structure,as well as the medium region and passenger flow,the “Yiwu Mode” of integration of railway-local police is easy to carry out a series of reform and exploration,and has certain demonstration and promotion value for large and small railway stations in China.Based on the theory of holistic governance,this study deeply interprets the exploration of the policing integration mechanism in Yiwu railway station,deeply analyzes the reasons why the traditional “Separate policing”model is not suitable for modern and future social risk prevention and control,and summarizes the reform paradigm with promotion value on the basis of summing up practical experience.First,on the basis of the public security governance space of the railway station,drive the organizational reform and innovation by setting up a virtual organization(Yiwu Railway Public Security Branch),reorganize two police stations based on respective comparative advantages,form a centralized,instruction-unified,and coordinated policing work method,to eliminate organizational difficulties caused by institutional obstacles such as staffing,administrative levels,budgets,information platforms,and hierarchical relationship;second,based on the integration operation of materialized police mechanism of the two policing mechanisms under different subordinate systems supported by the virtual carrier,promote the integration of police resources of both sides,change the relationship between organizations from loose type to close type,drive the change of internal governance structure of organizations,form a structure system of one center and six teams,and carry out flat management therefore improving the efficiency of dealing with police affairs and emergencies;third,as a new organization,Yiwu Railway Public Security Bureau has obtained both the top-down legal principle recognition of the vertical section and the bottom-up collective recognition of the internal members,the integration of Yiwu railway and local police in the institutionalized construction has obtained the organizational legitimacy recognition,which integrates the decision-making and execution systems of the two separated police stations,forming an integrated police cooperation mode of “Integration of command execution,reception and handling of police,emergency response,security and stability maintenance”;fourth,establish a unified intelligence center and information resource integration mechanism to integrate and share the big data generated by police activities by technical means,so as to coordinate the business cross relationship between the railway police station and local police station,comprehensively integrate the information resources of the original command room of the railway police station and the Zhanqian police station,distribute the walkie talkie,use the same channel to realize the working mode of receiving alarm with the intelligence command center receiving the unified alarm and the second level dispatching the police,and to improve the ability to deal with emergencies quickly.The reform of Police Integration Mode in Yiwu Railway Station not only improves the efficiency of police command and execution,enhances the efficiency of public security and criminal law enforcement,and relieves the pressure of the number of police in special period;but also solves the problem of public security control in traditional railway station,and realizes the complementary functions and resources of different organizations.The promotion value of “Yiwu Mode” of the integration of Yiwu police service between railway police station and local police station in the police management of railway stations in Zhejiang Province is of great significance to the reform of the police management of railway stations in China.The establishment of virtual institutions also has a certain demonstration value to the reform of the “Line mode” of government management.It is worth further study and exploration,and provides experience and reference to the improvement of the grassroots governance system and the improvement of governance capacity in China. |
