Research Of "Province Governing County" Reform

The reform of the local government system has always been the focus of the discussion of the public administration.With the spread of the New Public Management and the sustainable development of China's economy,the provinces of China have carried out"Province Governing County" reform to promote the development of flat administrative organizations and to develop the economy.In the end of 2006,Shaanxi Province carried out"Expanding the County's Power" pilot reform,which can be considered as the beginning of"Province Governing County" reform,and then it implemented "Fiscal System Reform" and a series of relevant reforms in recent years.The "Province Governing County" reform has lasted more than ten years by now and this paper intends to make a detailed analysis of the reform and provides theoretical support and policy recommendations for further reform.A lot of contrast and statistics has been used in this paper aimed to make the whole study scientific,objective and well-founded.This paper first analyze and sorts out the relevant literatures of the "Province Governing County" reform in our province.And then analyzes the hierarchy of local government from two sides,the historical changes and foreign models.Third,proves the feasibility and necessity of the reform and introduces domestic "Province Governing County" reform cases.Last,comprehensively analyzes "Province Governing County" reform in Shaanxi through reform background,reform content,reform effect,reform evaluation,the influencing factors,etc.Through the analysis,it has been verified that "Province Governing County" reform in Shaanxi Province has achieved effectiveness in a certain degree.The economic and financial situation of the pilot counties has improved,progress has been made in balancing urban and rural development and the county government has more financial resources to be devoted to the local public service.However,there still are many problems existed,lack of positive interaction among local governments,restrictions upon local governments' autonomy,fundamental financial difficulties of local government,inadequate long-term effects of the reform and etc.Focusing on these problems,the paper analyzes the influencing factors and puts forward suggestions for future reform.
