Yunnan province is in southwestern China on the border with Vietnam, Laos and Burma. Theseregions are home to cross-boarder ethnic group-the same minorities, who resides closely to the borderand be separated in different countries. Special geographical situation such as “A village between thetwo countries”,“A family between the two countries” are from every possible place. Historically, theyintermarriage, trade, medical advice, visits with each other. Since the reform and opening policy, alongwith the opening of the port and expansion of border trade, the immigration flow has increaseddramatically; this injects new vitality in border economic development. Meanwhile, its brings seriousproblem, that is outside border residents “illegal immigration, illegal residence and illegalemployment”.’Three illegal’ foreigners, who are composed of illegal immigration, illegal employment and warrefugees, not only destroy the administration of border,threat to the Social order and stability, but alsocause family planning, allocation of land resources, social stability and a series of social problems.There are a large number of practical problems difficult to solve about the management of ’Threeillegal’ foreigners bring a huge challenge for the mechanism of outside personnel administration,owning to special history, geography environment, coupled with lags in relevant legislation, vacanciesof legal coverage, poor local management, lack of staff and funds.Base on the description to the unique of management the border areas in Yunnan Province, thispaper analysis the cause, current situation and characteristic about the management problem of ’Threeillegal’ foreigners. According to these, we conduct a root cause analysis and digest the managementexperience home and aboard, propose some countermeasures and suggestions about this problemfinally.Considering the characteristics and the problem about management of ’Three illegal’ foreigners inYunnan province, the management theory about illegal immigration, illegal residence and social livingconditions of illegal employment’ offspring foreign and domestic, this paper compares the advantagewith disadvantage of the immigration managements from various area, strive to apply the theory in therelevant field research home and aboard to the management practices of border areas of YunnanProvince, and spare no effort to explore a more effective management methods and means. At the same time, in order to enhance the government’s ability to manage ’Three illegal’ foreigners in border areas,this paper explores a method to manage great amount long-term stay refugees and illegal migrants inYunnan province, by researching methods of domestic and foreign refugees management.
