Study On The Administration Of Illegal Entry Of Foreigners In Heilongjiang Province

In the context of the accelerated formation of a new pattern of high-level opening up in China,Heilongjiang firmly seized major historical opportunities to promote all-round opening up,focusing on opening up along the border with Russia.With the implementation of the continuous opening to the outside world policy,the entry and exit policy is becoming more and more relaxed,the flow of inbound and outbound tourists has increased significantly year by year,and the flow of people and materials between Heilongjiang and neighboring countries has become increasingly frequent.Some foreigners change their identity by means of false documents,hold documents that do not correspond to the types of visas they enter the country for,or use the visa-free and temporary entry policies to enter the country illegally.In addition,some foreigners do not enter or leave the country at ports open to the outside world in accordance with the law,but use tools such as walking or riding boats to enter through other land or water areas at the border between China and neighboring countries and regions.Due to the various means of illegal entry,the management of illegal activities of foreigners has become more difficult.In particular,with the cross-border population flow,the problem of illegal entry has become increasingly prominent,which has brought threats to the personnel exchanges and security interests between countries to a large extent.The illegal entry of foreigners has brought a big problem to the management of the functional departments of our government.Heilongjiang is a large and open province along the border.Its border is two thousand nine hundred eighty-one kilometers long and is divided into eighteen counties(cities and districts).The border is a combination of land and water.Of these,the water boundary is two thousand seven hundred and twenty-three kilometers,accounting for more than ninety percent.There are twenty-seven ports open to the outside world in the province,including thirteen water transport ports,four air transport ports,six highway ports,three railway ports and one pedestrian port.For a long time,in order to maintain national security,social stability and exit and entry order,Chinese government has paid attention to cracking down on all kinds of illegal entry activities,and implemented legislation and policy adjustments.Heilongjiang Province has also adopted measures such as increasing police force and strengthening the construction of border isolation facilities to prevent illegal entry criminal activities to the maximum extent.However,criminal groups are constantly changing their methods,and the fight against illegal entry is constantly escalating.Therefore,it is urgent to study effective countermeasures for illegal entry activities of foreigners.Based on the new public management theory,collaborative governance theory and social governance theory,this paper takes Heilongjiang Province as the research object and puts forward suggestions on the illegal entry management of foreigners.(1)On the basis of studying the current situation of illegal entry of foreigners in Heilongjiang Province,this paper introduces how to crack down on illegal entry of foreigners in Heilongjiang Province,analyzes on the control measures taken at present,the results achieved and the shortcomings.(2)This paper introduces and analyzes the immigration management practice and foreigner management research in the EU,Germany,the United States,Japan,the southwest border area and Guangzhou,and draws on the beneficial experience in the prevention and management of illegal entry of foreigners.(3)Drawing on the beneficial experience of prevention and management of illegal entry of foreigners,combined with the theory of public management,this paper explores some countermeasures suitable for Heilongjiang to crack down on and prevent illegal entry of foreigners,and puts forward suggestions from four aspects: improving the legal system,improving the cooperation mechanism,increasing the support for security,and improving the support for information technology.
