Study On The Management Of Foreigners In Zhejiang Province

Since the implementation of reform and opening up policy, the economic developmentand increasing opening up paces in China has attracted more and more foreigners to study,conduct business, travel and work here, which has greatly promoted the economic prosperityand global national integration of China. On the one hand, it is conducive to enlarging theopening-up and developing friendly foreign relationship, lying sound conditions for economicand social development; on the other hand, the rampant “Illegal Immigration, IllegalResidence and Illegal Employment”, criminals, and even terrorist activities have inflictedgreat pressures on security and stability. China is in the process of profound culturalexchanges and collisions, therefore, the flux of foreigners have raised brand new challenges toour social management. It has become the urgent topic for central and local governmentroutine management to study the management issue of foreigners in China.As one of the earliest provinces which have opened up to the outside world, ZhejiangProvince has well established economic development. So far, it has gradually grown to one ofthe most populated provinces for foreigners. Though Zhejiang Province has done a lot ofbeneficial explorations on the supervisory work of foreigner, there still exist some problems,such as the lagging construction of management rules, unclear supervisory responsibilities,lacking of management information platform and insufficient management team of foreignaffairs, which all impacted negatively on Zhejiang Province. In addition, especially in therecent years, the criminal activities committed by the foreigner have risen gradually.“TheThree Illegals” have severely impacted the local public security. How to solve the supervisoryproblem of the foreigners has been the working focus of the social management of ZhejiangProvince.Through empirical approaches, literature research methods and statistical analysismethods, and based on mastering mass literatures, this paper studied and analyzed themanagement practice of foreigners by the means of “from point to plane” research, which isaimed at the rapid growth of the number of the foreigners, inhabiting clustering effects, thediversity of the originating countries, complex culture background, multi-purpose of cominginto Zhejiang Province, accelerating of cross-provinces and regions, the frequent committingcases of foreigners and the ill-defined socialized service systems for the foreigners. The paperpointed out the inadequacy in the management process of foreigners, analyzed the key problems in the management of the foreigner, such as unclear background, prominent “threeillegals”, maintaining stability and safety concerning foreign affairs. In the last section of thepaper proposed solutions as for how to strengthen the management of the foreigners inZhejiang Province, which are to formulate administrative measures, plan as a whole workingmechanism, set up management information platforms, and expand input and constructions,expecting to be referenced in the management of foreigners by governments. This paperexpects to establish a working pattern between various government departments to cooperateto carry out a “bigger foreign affairs management” by analysis and researches, and realize aharmonic dwelling and living for the foreigners in Zhejiang Provinces.
