Global warming is one of the most pressing global issues facing human beings. It has become the consensus of the world and international organizations to reduce greenhouse gas emissions so as to deal with global warming and its adverse effects. At present, the core of the carbon emission reduction mechanisms(CERM) is the United Nations Framework Convention on Climate Change and the Kyoto Protocol. However, due to a certain ambiguity and lack of legally binding in its key provisions, there are a lot of difficulties of carbon emission reduction cooperation such as its implementation and enforcement.As an international economic organization generally accepted and complied with, the World Trade Organization (WTO) has the basis of cooperation with international carbon reduction. Because accession to the WTO must require packages of agreements. If the the international carbon emission reduction mechanisms for cooperation is included into these WTO packages of agreements, becoming an integral part of economic trade of more countries. There are bound to be appropriate solutions to "carbon emissions" as well as the enormous problems plaguing the development of human society.This paper is divided into five chapters. Chapter1is the introduction, which focuses on the purpose and significance of the thesis, based on the analysis of the Review of the Studies about the paper structure, innovation and research methods.Chapter2combinates the global economic situation under the low-carbon economy and environmental politics, environmental diplomacy action, analysis the economics theory, externality theory and theory of international law, so that it explains the basic theory of the CERM in the framework of WTO.Chapter3throughs the realistic predicament, operational difficulties and the integration of the relevant WTO provisions of the CERM, illustrates the necessity and feasibility of the introduction of the WTO multilateral trading system.Chapter4is an assumption of the establishment of CERM in the WTO framework. Through the improvement of the existing system under the WTO Trade and Environment mechanism, this chapter the introduces the carbon emissions trading system and a carbon tax, energy tax practices into the WTO multilateral trading system, as well as the creation of climate terms of way in the relevant agreements and the establishment of CERM under the WTO framework.Chapter5is the impacts and response of the establishment of the CERM in the WTO framework as well as the revelation of China’s future.
