In the recent years, the accelerating processes of urbanization give a direct impetus to the demand expansion of urban constructive land in Liaoning Province. In the process of gradual deduction of arable land, the farmers who once attached to the land are facing with the transition from landless peasants to the cities citizen. At the same time, their living environment changes. Under the background of the current social security system is not perfect, the government as the main promoters of urbanization shoulder the responsibilities that is helping landless peasants successfully complete the role transition from the farmers to the cities citizen with the better survival and development.landless peasants as the main economic development cooperation should have the equal rights to share the fruits of social development. The government should also be with the principles of fairness and justice to protect the legitimate rights and interests of landless peasants. From our urbanization development trends, it is the major issue that we consider the interests of landless peasants and resolve security issues. to promote the process of urbanization.This thesis bases on responsible government survey theory, civil rights theory and hierarchy of needs theory. It use theoretical analysis combined with field survey of the research methods, It combines the living conditions of peasants in Liaoning Province survey data, the interests of landless peasants into survival, development, expansion of the right to three levels. Discusses the role of landless peasants into difficult people, high cost of living, their ability to adapt to difficult urban development requirements, government guidance difficult issues and so on. This thesis analyzes the cause of damage to the interests of farmers from the land acquisition purposes, policy enforcement, interest demands channels, the late social security and other aspects. It based on the experience that absorbing foreign land management and land compensation method, the perspective built with government responsibility landless peasants rights protection corresponding government responsibility system framework, It analyzes the government in solving the problem of landless peasants rights protection should bear legal responsibility, economic responsibility, accountability and social responsibility. Eventually, This thesis has some practicable advices from those four aspects such as building long effective mechanism, establishing rights protection organization, managing community and marketing policy.
