The Reasons And Enlightenments Of Oakland Program

Public policy implementation is not only an integral part of the policy process, but also the interests of the selection process. It is the process of making the policy into reality after completing, the only way of making the objective of policy into reality, the sole standard of testing the policy. The effective implementation of public policy related to the ultimate success or failure of the policy targets. Therefore, the implementation of public policy in the process of policy and in their lives has a crucial position.At the beginning of the1970’s, policy implementation arouse people’s attention due to the book called implementation, it gradually became the important content of study and produced three generations of policy theory.In this paper, I decided to study the Oakland program of "implementation" which is the representative works of the first generation of policy implementation, analyze the specific procedures of Western policy implementation, and make out the reasons led to the failure of policy implementation—the separation of implementation and the policy itself, divergent interest, cumbersome procedures and the lack of decision-making powers. At the theoretical level, this study not only contributes to a comprehensive understanding of the evolution of the Western policy implementation theory and the core perspectives and research methods of the implementation theory in various stages, but also expends the existing theory of implementation; at the reality level, according to the specific conditions that China is a government-led nation and policy implementation is as its main management tool, this study contributes to proposes to improve the ability of the government, the allocation system of power between different governmental departments and the coordination between different organizations aiming at the practical problems in the field of implementation of China.
