The Study Of China’s Official Property Declaration And Publicity System

After decades of reform and opening up and modernization, China has walked into the comprehensive deepening reform of the period and the deep zone. We have to adjust interests allocation pattern, eliminate forward obstacles, treat the disease of institutions and mechanism, those are the necessary premise to realize’two one hundred year’grand target. The fight against corruption is the construction of the party and the country, and also the important part of deepening the reform in democratic politics area. Recent years, China’s anti-corruption work continued in-depth, obtained attract people’s attention achievement. But China’s current corruption is still not optimistic, various administrative crimes showed a high trend, masses has a strong aspirations to eliminate corruption and build a clean political environment. Serious corruption problems forced the reform and innovation of anti-corruption system.The official property declaration and publicity system has been hailed as the’Sunshine Act’and’anti-corruption tool’. Our country began to explore the official property declaration system since the late1980s, while because many reason, such as the opportunity was immature, the system was imperfect and officials refused to obey, this system was a mere formality, did not play its role in preventing and punishing corruption effectiveness. Then the official property publicity grass-roots pilot in some areas of china from2009. However the pilot also appeared a series of problems, experimental work in many areas had fallen into a’zero dissent’embarrassing situation. Beginning in2012, the Guangdong Province, Jiangsu Province as the representative of the new round of pilot work started. Facing the new and high-pressure situation of anti-corruption struggle, it is necessary for us to research how to establish our country’s official property declaration system.This paper takes China’s official property declaration and publicity system as its subject, uses literature analysis、qualitative analysis、 and constructivist approach, uses the fundamental research and reality research unify, integrated the comparative study between system at home and abroad, combines the lateral study and longitudinal analysis of system, in order to study the feasibility of establishing and perfecting the path scheme of the official property declaration and publicity system in china. Through the official property declaration system of notification of the development process, the intrinsic elements of combing clear institutional connation. Specifically, through the overview of top-level design and experimental work of China’s publicity of official property declaration system, analyze the institutional problems and successful experience during the operation. Based on the analysis of the deep-seated resistance factors in system operating, this paper will explain the necessity and advantageous condition to establish and perfect the official property declaration and publicity system. Finally, we should condense into a complete chain of property declaration and publicity system, that is based on the resultant of’legislative protection-institutional development-social support’, and make this system play more and more influential role in the fight against corruption.
