Research On Grid Management Of Urban Community

Along with peaceful rise of China, urban population will be over60%of its population in the future, facing with a growing number of urban population and modern urban construction requirements, the concept of grid urban management has been generated, grid management also have expended in Beijing, Shanghai, Qingdao and other big cities. Community is the most basic unit of city, accelerating grid management in community has been the focus of the urban work and also the foundation of good governance and full coverage of grid management. At the same time, the report of18th CPC National Congress also clearly stressed the task of strengthening the grass-roots social management and enhancing community services, the scientific and effective community management has become an important part of accelerating urbanization and building comprehensive well-off society.However, there is immature theory of grid management as a result of lack of researches on grid management of urban communities in our country, and concepts of grid management and applications has not yet reached consensus.Nowadays, the application of grid management is still significant limitations because of the direction of research mainly on grid management technology. Often some special communities are selected as the study materials, such as Beijing, Shanghai and other wealthy cities, so the grid management does not have a universal value in practice for other parts.In this paper, I puts forward concrete policy proposals and solutions through reviewing literature and clarifying the core concepts, drawing on relevantly domestic experience of gridding urban community management.This paper consists of five chapters, in the first chapter, I draw the value of grid management in theory and practice mainly by analyzing community management background, and I provide theoretical guidance and support for the next exposition by introducing the course of the theories from home and abroad and research findings. In the second chapter, I analyze models and technology of gridding urban community management in theory on the basis of previous studies, and combined with governance theory and status of gridding community management in the major cities, I discuss initial success and problems. In the third chapter, combined with the current situation of urban development in Dalian and government policy and financial support on community management, I analyze preliminary results of grid management in Nisshin street and point out some problems in the process of grid management, such as unfair distribution of resources, lack of the laws of community management, the auxiliary status of the volunteers, the low degree of autonomy and so on, and I respectively analyze the reasons for difficulties. In the fourth chapter, summed up experience of gridding urban community management in our country, such as District in Beijing and Shanghai, I provide a supporting framework and the new style of improving the management system through drawing on the Dongcheng’s " axis " of the management system and Changning’s process of grid management for the Nisshin street. In the fifth chapter, facing with universal problems of gridding urban community management, I not only propose macroscopic recommendations on the management philosophy, management model and management means, but also combined with economic foundation and grid level of development in the Nisshin street,I put forward detailed countermeasures of network facilities, comprehensive evaluation system, community staff in management, volunteers team and regulation of grid management processes. Finally, I summarize the conclusions of this paper on the sharing of information resources, professional management and means of information in three aspects.For this paper, I mainly use four kinds of study methods. The first one, comparative study method,according to national conditions and development of Nisshin streets, I put forward suggestions and countermeasures along with comparing domestic and international research on the grid theory of difference and practice experience of grid management in communities of different cities; the second one, case study method, I respectively analyze several points of community development status, achievements, problems and solutions for the future development of the measures through the case analysis; the third one, literature analysis method, I collect data and analyze by literature journals, books, newspapers, statistics and several other channels; the fourth one, network query method, I know about the latest dynamic management of communities mainly through government websites, electronic journals and digital newspapers.
