The Optimization Of Public Policy Agenda In China From The Perspective Of Deliberative Democracy

Public policy，which related to the social public life closely, is the main means for thegovernment to carry out administrative work and social governance in china, and plays animportant role to the social stability and development. The study on the policy process is thedominant mode of contemporary public policy science. As the "gatekeeper" of the whole policycycle, public policy agenda is the key link for negotiating and solving social problems, and it isthe entrance of the public policy process. Whether it is democratic, scientific and reasonableor not is directly related to the scientific definition of the policy issues, the legitimacy of publicpolicy and even the stability of the social development. It has an important impact on the qualityof the public policy from the beginning of the policy-making process. However, compared tothe formulation and execution of the policy, domestic research on the stage of the public policyagenda is still very scarce, and the explorations about the setting process, mode and theparticipants of the public policy agenda are few. The practice of the policy agenda has beengreatly ignored. Consequently, based on the reality of our country’s, the writer will combines thestudy of the public policy agenda with the theory of deliberative democracy, and provides ascientific, reasonable and feasible way for the optimization of our public policy a genda.Specifically, the paper mainly includes six parts.Firstly, the introduction. This section mainly introduces the background, significance,objectives and the research methods of the paper, and sketches the current research on this issueboth at home and abroad.Secondly, the theoretical statement. This section mainly introduces the research origin, maincontent and the basic theory of the public policy agenda and deliberative democracy, andsummarizes the optimization of public policy agenda.Thirdly, the internal relationship between the public policy agenda and deliberativedemocracy. This section mainly analyzes the agreement between both value pursuits, which laysthe theoretical basis for the paper research.Fourthly, the current situation and problems about our public policy agenda under theperspective of deliberative democracy. Based on the understanding of the building procedure andparticipants of China’s policy agenda, this section summarizes and analyzes the main problems inthe policy process. Fifthly, the ideal goal of China’s policy agenda under the theory of deliberative democracy.This section imagines the building principles and ideal systems about the policy process,providing some procedural and model reference for the scientific construction of our publicpolicy agenda.Sixthly, the optimistic paths for our public policy agenda under the practice of deliberativedemocracy. Starting from the optimization of government, citizens and other socialforces’ behaviors as a whole, the writer provides some specific, reasonable and achievablesuggestions for the improvement of China’s public policy agenda.
