Study On The Formation Mechanism Of The Public Policy Of Our Country From The Perspective Of Deliberative Democracy

Public policy formation mechanism of deliberative democracy is an important part under the national system and the ability of modern governance. Public policy is to adjust the distribution of social benefits the country, solving social problems and promote social development and political means, but also the basic way of governance and social management system. Modern governance than mere national rule, the state administration, apparently is more scientific, civilized and noble, and progress. The modernization of the national governance system is inseparable from the formation of civic participation and consultation of public policy under a democratic system. With the change of management of the country, as well as modern network to strengthen citizens’ right to speak, how to give full play to the mechanism of the influence and the NPC of China and the political consultation system of public policy formation, has a very important theoretical and practical significance.Based on this, this paper tries to explore the formation mechanism of public policy under the perspective of deliberative democracy. First of all, the paper analyzes the different interpretation of deliberative democracy theory at home and abroad, and the concept and function of the deliberative democracy and public policy, and the relationship between the comb and overview. Points out the deliberative democracy socialism with Chinese characteristics and the relation and distinction between foreign deliberative democracy theory. Secondly, from the system analyzes the people’s congress and the consultative democracy under the leadership of the communist party of China form the mechanism of action of public policy of our country, discusses the citizen voice in contemporary network development trend, the formal deliberative democracy system arrangement and the network citizen voice, jointly promote the scientific nature, rationality and feasibility of the country’s public policy. Finally, in combing and analysis of the problems of China’s public policy formation, on the basis of proposed sets up the people-based management concept, perfecting the construction of the public policy formation under the deliberative democracy and innovation, to promote integration of modern state governance, promote the formation and execution of public policy under the deliberative democracy construction.
