After the Cold War, the world political situation has undergonegreat changes, the bi-polar ends up, and a superpower and somepowers began to form a common pattern. The United States became theonly superpower in the world today. In this international context, theworld’s foreign policy is beginning to change. For India, the SovietUnion and India having long time alliance which makes the relationshipbetween both of them need to be repaired, which can get from theUnited States and Europe in the political, economic, military andother aspects of capital and technical assistance. And after the end of theCold War, Russia also hopes to get the chance to revive the great powerstatus, and thus began to pursue policies to tend to Europe and U.S.A.Thus in this case, Russia and India is chilly between the two countries.And thus the two countries began to adjust diplomatic strategy torediscover the relationship for their own importance. In the end of90s,the two countries began to restore the intimate relationship between thetwo countries from the Cold War. In the early21stcentury,the twocountries will develop strategic partnerships with each other as animportant part of diplomacy. The two sides in economic, militarysecurity and other fields began a comprehensive cooperation.The thesis is divided into four parts, the first part analyzes for thedevelopment of relations between Russia and India history: development of the relationship between the two countries during the cold war, thegeneral development to the alliance., the two countries have alwaysmaintained a unusual friendly relationship in forty years in closecooperation, the Soviet union provides India a total of$30billion inweapons and equipment in total. The formation of the special relationshipbetween the two countries for the main reason is that India needs the helpfrom the Soviet Union in economic and military, and the Soviet Unionneed India’s support in the politics. So Russia and India need developcooperation relationship with each other as an important link ofdiplomacy. In every field,comprehensive cooperation were carried outbetween the two countries. In Yeltsin period, Russia an Indiarelationship has experienced the change from strong, developing withturmoil. Because of the use of "shock therapy", the Russian experiencedeconomic malaise,national complex surrounding environment. Russia iseager to form the commonwealth of independent states and ask theEuropean and American countries for assistance, which is difficult for itto consider India. Despite in the international pattern appeared a series ofnew changes, and Russia made the developed capitalist countries as themain object of communication, but failed to get the correspondingrespond from the European and American countries and began to readjustforeign strategy. Russia continues to attach importance to relations withthe European and American countries,and at the same time, began to restore with the close relationship which the countries kept with duringthe cold war. Late in the yeltsin period, Russia intensifies easterndiplomacy. In March1997, India’s Prime Minister Gouda visitedRussia, and the two sides considered Russia and India relationship isupgraded to a "strategic partnership". In December, Russian PrimeMinister primakov’s visited India, the two countries issued a "jointdeclaration", saying that the two countries will quickly build a strategicpartnership. Putin’s diplomacy is not only the continuation of hispredecessor,and constantly adjusts to on the basis of Russia’s diplomaticpower of the refactoring in90’s, and reshapes Russia relations betweenRussian and India. On bilateral relations with Asian countries,the first isto develop friendly relations with India, mainly based on expanding thetwo side’s economic cooperation for organization, USA expanding itspresence in South Asia, with India jointly containing Islam. In newDelhi in October2000,Russian President Vladimir Putin announced thatthe two countries establish strategic partnership in using sovereignty,equality, territorial integrity and non-interference in each other’s internalaffairs, on the basis of mutual respect and mutual benefit. Two sides alsosigned and printed about setting up the declaration of a strategic partnerfile,and Russia’s claim is to establish strategic partnership and not aimedat any third country or national group, and not built a military andpolitical alliance. The development of relations between the two countries has been further during Present Dmitry Medvedev. In2011, DmitryMedvedev put forward the strategic cooperative partnership relations tothe status of the "privilege". According to the analysis of the differentcharacteristics of the interaction between the two countries, we can havemore knowledge to the understanding of the ties between the two ones.The second part introduces some favorable factors in the relationsbetween the two countries, such as strategic interests and reality of therelative consistency not existed between the two countries. There is nocontradiction difficult to solve. The two countries don’t worry aboutharming each interest from the other party; on the contrary, providingprotects for their own interests. In the economic part, has a strongcomplementarily between the two countries. Russia can provide Indiawith the development of industrial technology and energy. India canprovide Russia with agricultural products and light industrial products. Inthe field of military, Russia attaches great importance to India with thetraditional arms export market. India also need to rely on Russia’smilitary equipment to enhance its own defense force.The third part introduces the factors restricting the relations of theformation and development between the two countries, such as thevolume of trade between the two countries in the economic aspect isrelatively low.After the cold war for long time, Russia economic andtrade level with India has been in a low level, far below than such as the United States and India trade volume, China and Russia trade volume,which hindered the development and the further cooperation between thetwo countries. Military cooperation between the two countries relativelyis weak. India doesn’t want to rely too much on Russian arms supply,and to add supply channels, etc.The last part of the paper mainly expounds the current situation ofthe relationship between Russia and India in the new period for China’sinfluence. The relations is conducive to strengthening the two countries inthe regional organizations in cooperation with China, which is beneficialto China, Russia and India in three sides playing a more important role inthe asia-pacific region.
