| The power of Russia has declined after the Cold War, but the basic factors as a great power are still outstanding. Russia has gone ahead steadily since the policies of inside and outside are adjusted. During the process that Russia trys to become a great power, it pays more attention to China and India, which are becoming stronger and stronger. The power of Russia is very important when it deals with China and India.The power of Russia depends on material things and non-material things. On the side of material, Russia has inherited the main thing from the former country. On the no-material side, Russia can handle the world matters as freely as before. Anyway, it has the potential that it will become strong as before. From the early time of 1990, Russia began to put innovation on the system of politics and economy ,and it has got the active things. The process that Russia turned from decline to rise has great deal with China and India.Russia copes with the relations between China and India on two sides ,which are active promotion and passive interference. When the power of Russia declines, it has not spare power to interfere with the relations between China and India, which projective promote the relations between China and India . when it becomes more stronger, it will passively interfere with the relations.Russia actively promotes the strategic tri-relations among the three countries, which embody the attentions that Russia pay to. How to form the strategic tri-relations among the three countries depends on many things. It has both good conditions and bad conditions. The good ones include the opportunities as the globalization, the same interest base and so on . The bad ones include the fragile relations between China and India , all the three countries pay more attention to the U.S.A, and the corporation is a long historical process. From above, the strategic tri-relations can not be constructed in a short time, the prospect of it is not so clear now.
