Responsibility Of Government Under New Media Conditions In Public Information Dissemination

New Media, compared with the traditional "one-way communication mode", is a kind of new form of media. The policy of reform and opening-up, which has been being on its way for30years, during this period, the network information communication is beginning to show more and more strong momentum of growth with the development of the society and the progress of science and technology, especially China formally connected to the Internet since1994, the emergence of new media not only consolidate the leadership of network information communication, but also impact Chinese political, economic, cultural and other aspects which cannot allow to ignore, it has even become the new force of promoting the growth of our country and global society.However, we should also see that in the tolerant and open network environment, besides a spokesman can give their views open, free, fair, there also have been some rumors, the threat of public opinion, public opinion kidnapping, vulgar comments, personal attacks, etc, all of these expose the Internet ecosystem is still very immature in China, and there are still some problems in the government regulation of public opinion in Internet.In recent years, many scholars and practical workers in our country has keep trying to make efforts, while the experience of practice tells us that the network supervision is a very complex project, so,the government must be sorted out and clarify responsibilities to solve the problem well in the face of network transmission, especially the network new media under the condition of the public information dissemination.In the process of research in this paper, the author focus on the analysis of government does not adapt to the public information dissemination management under the condition of network new media, and earnestly fulfill the responsibility of the government in public information dissemination management. Specific as follows, first, the article introduced the concept and theory of new media, the public information dissemination, the functions of the government, new public service theory and governance theory, etc. The paper took the network new media ss a starting point, combined with the public dissemination of information, combed characteristics and types of the public information dissemination under the condition of the network new media. Second, this part discussed the real foundation and government responsibility of public information dissemination under the condition of network new media. According to the percentage of the population of Internet users in China, the development of public information dissemination process under the condition of network new media is divided into three stages for initial, rise and development, the reason why the public information dissemination under the condition of network new media can arise in China is practical basis like the deepening of reform in our country, the development of economy, the progress of network technology, and express the awakening of consciousness of citizen participation and so on. This part also further clarifies the management, use, supervision and education responsibility of the government. Third, the analysis of the reason why the government does not adapt to the public information dissemination management under the condition of network new media, it is one of the key point of this paper, this paper aimed at the existing problems, summarized the performance of the government does not adapted to the public information dissemination management from administrative idea, administrative measures, oneself circumstance, citizen education and the rule of law construction, and analysed on the causes of this phenomenon. Fourth, fulfill the responsibility of the government in public information dissemination management. The targeted recommendations and measures are puts forward according to the analysis of the reasons, as:transforming administrative concept and administrative functions, strengthening the government responsibility to implement, and improve the mechanism of the system, improving the soft power of the quality of civil servants, make full use of new media, establish and improve relevant laws and regulations, etc. these Suggestions put forward in the paper are expected to make a better government regulation of public information dissemination under the condition of network new media.
