The international military competition is becoming increasingly fierce, all countries attach great importance to the development of military management theory and practice, to promote the fighting capacity of the armed forces to improve. Competition is the essence of national military talent competition, talent competition is the army of military human resource management competition, play a decisive role in human resources management in grass-roots units to enhance the combat effectiveness of the army. Because the attraction and retention of military personnel is a very arduous the task of human resource management, so countries in military technology and organizational system transformation of paying special attention to the military human resource management reform, build a good mechanism to absorb and the selection and appointment of military personnel, to improve military team fighting capacity, now many countries in Europe and America enterprise in the management of advanced performance management theory is applied to the military management, build efficient human resources management mechanism, to keep the army human resources advantage, thus ensuring the army development advantages.The situation of human resources determines a country, a military development and innovation, it is a country, an organization, an army survival, development, innovation of the first core resources. China has always attached great importance to the work of human resource management, especially in our army. Now the military human resources management in China are advancing with the times, actively absorb the international advanced modern management theory, using the traditional management mode combined with the modern management mode, mechanism of scientific human resources management to build our army’s characteristics, and strive to achieve leapfrog development of our army talents construction, give full play to the initiative of each one of the officers and men of the armies, improve our troops under a variety of conditions of modern high-tech war fighting force. With the development of study on the deepening of China’s performance management theory and the management theory, performance management theory has been used in the military human resources management in recent years, but because time is short, resulting in the research on the theory and practice of performance management in China and management problems still exist.This paper takes a grass-roots unit as an example, from the perspective of performance management, by using the method of theoretical analysis, empirical combination, through the introduction of the theory of performance management, human resources management theory, the SWOT analysis of the theory of performance management, and then analyzes the status of military human resource, introduces the characteristics of military human resource management; and with the performance management a grass-roots unit as an example, introduces the present situation of performance management in grass-roots unit, some existing problems and improvement measures, combined with the practical work and puts forward improving the performance appraisal model is proposed, for the improvement and perfection of our army’s performance management system to provide some reference.
