Therefore, strengthening the study of village debt problem, especially the function of county government in resolving the village debt have important theortical and practical meanings for promoting the economic development of the village-level organizations, increasing,the income of farmers,maintaining the social stability in rural areas, and the new rural construction.In this study, Gaoyou village-level debt problem was used as the research object, make full use of government functions, public management theory, theory of public policy and other related theory, based on the research of the village-level debt analysis, this paper discussed the functions of county government at village level to resolve the debt problem, examines the present situation of Gaoyou village-level debt, analyzes the village-level debt in the process of county government functions and causes of missing resolve the village debt of county government in optimizing measures are put forward. These measures mainly include:change the functions of the government, and build a service-oriented government; Increasing financial investment, provides the rural public products and services; Innovation systems and mechanisms to promote rural economic development; Strengthen the team construction, improve the ability of administration by law.
