| Recently,due to the fact that the development of rural economy is rapid,the society has made great achievements in the construction of new socialist countryside.Furthermore,the national policies to benefit farmers have been widely implemented.However there are still some problems in the process of rapid development,such as:the financial corruption and violations of village cadres,the opacity of the village business and finance,which have serious impact on the relationship between the masses and the cadres as well as the party and the government's image.Moreover,it will alienate the relationship between the party and the masses,weaken the strength and cohesion of grassroots with organizations.A series of problems shows the absence of the supervision to the village cadres,which means it is urgent and important to strengthen supervision and promote the development of the village,the village self-governance among villagers,and to realize the rural revitalization.So how to restrict the abuse of power at the village level through the construction and improvement of the grass-roots democratic supervision system,and promote the construction of clean and honest party style in rural areas has become an important issue.Wangcang county in Sichuan province is an old revolutionary region and a state-level poverty-stricken county.In previous years,the corruption problems of county's cadres have occurred from time to time,the supervision of the village level is weak,while the number of the complaint letters of some towns are enormous.In order to strengthen the village-level organization supervision,stem and reduce the village-level corruption,thus promoting the harmony and stability,in 2012,Integrity supervision mechanism has established in Wangcang county,which has realized the“All Cover”of the village-level monitoring organization.Integrity supervisor committee became the mobile"Watch-house of supervision",which implements the comprehensive supervision of the village business,village finance and other items as well as village cadres.Since the end of 2016,the county has also improved its supervision content and incentive measures,and achieved a lot in the detection and control of micro-corruption and the promotion of poverty alleviation supervision,in response to the anti-corruption challenge.For more than seven years,this system has been welcomed by grassroots cadres and the masses.Wangcang has become a representative of the honesty government and clean society in rural areas.This mechanism was praised by the Sichuan discipline inspection commission and reported by the Newsroom of CCTV and the China Discipline Inspection and Supervision Daily.By collecting and sorting related documents and reports,the author visited towns and villages in Wangcang twice,and analyzed the system from the aspects of village supervision background,case description and analysis,case enlightenment and so on.Due to diligent and authentic work,the research is summarized for 7 chapters.In the first chapter,what is focused on is questions putting forward,analysis of the domestic and foreign research status,research ideas and theoretical support,etc.The second chapter involves the typical analysis and case description of the village-level supervision of integrity and diligence in Wangcang,and introduces the macro-background,main course,main practices and main achievements of the supervision.As for the following 3 chapters,based on the supervision and its mechanism at the village level,concerning the system design,implementation supervision and evaluation,a longitudinal comparative study conducted proves that the village-level integrity supervision mechanism of Wangcang county plays an important role in promoting the autonomy and democratic supervision of villagers,improving the relationship between cadres and groups,and even extending the scope of supervision and promoting the rural revitalization.Then,in the 6th chapter,it is pointed out that problems to be improved and experience summarized in the smooth implement of the past 7 years,involving“grasping the key points of village-level supervision and respecting the subjective status of villages”.Finally,the 7th chapter serves as a summary and outlines the focus and direction of the future research. |
