Longitudinal Study On The Relationship Between Chinese Government

With the continuous development of market economy, the deepening of the reform of thepolitical system, the entire social structure and the social management tasks of governmenthave undergone profound changes. In the economic globalization today, the existinglongitudinal structure of the government has become a stumbling block to the development ofthe domestic economy, which has also become the biggest obstacle for the reform of politicalsystem. However, in reality, this principle that superior-subordinate corresponding relation,left-right aligned not only makes the “Compartmentalization Contradiction” deepeningbetween the government and the functional departments, but also makes the office authorityof governments ill-defined and ambiguous in the process of updates high-speed economicdevelopment and socialist construction. In order to improve this situation, the centralgovernment reforms political system frequently, confers and countermands the powers oflocal government repeatedly. The key of reformation is the longitudinal relations of theintergovernmental, whether the central government strengthens centralization or decentralizesthe powers to the local governments. Regardless of the direction of the reformation,transforming the relation between the central government and the local government mustproceed from the longitudinal relations of the existing government structure. And how tomake the local government can also have the power of independent innovation under theappropriate control of the central government, so that public resources are fully utilized, is animportant entry point to study the longitudinal relations of the government.Before reform and opening up， Identical Responsibility has a positive historicalsignificance for the socialist construction. Under this system, this model requires that eachadministrative department is correspondingly equipped with a department of leadership andmanagement, and “Unified Leadership and Level-to-Level Management” is a major feature of“Identical Responsibility”. This model has a positive historical significance of socialistconstruction in the early days of liberation. However, with the change of times, the drawbacksof the “Identical Responsibility” model are gradually revealed in the longitudinal relations ofthe government, especially in the aspects of power structure, administrative system as well assectional structure, meanwhile, it lagged and restricted the development of the local economyin a very great degree, thereby constrained the development of the entire domestic economy.In this paper, the author tries to straighten out and to make summaries of the limitations anddrawbacks in the process of the development of politics and economy in the view of the“Identical Responsibility”, as well as to break the train of thought of the“Identical Responsibility” model, meanwhile, tries to put forward the countermeasures from the fiveperspectives, namely, government responsibility, institution establishment, administrativesystem, the third sector and supervision system combining with the cases of systemreformation of the Chinese and foreign.
