Research On Reform Of Public Service Vehicles Changsha Municipal Government

The policy of governmental official cars, as a product of the planned economy, used to play a significant part in fulfilling governmental functions and enhancing work efficiency at the initial stage of its emergence, whilst the existing system can no longer adapt itself to the societal development in parallel with the establishment of socialist market economy, thereby inducing all kinds of defects and problems, which could severely waste public resources, stain the image of civil servants, threaten political authority, impede the implementation of governmental functions, and hinder the improvement of work efficiency.Out of concern for this governmental dilemma, the article studies the status quo of the official car reformation in Changsha, illustrates its necessities and feasibility, and analyzes its problems in the progress. Based on a thorough research on the Changsha practice, the article propose that (1) the innovation practice should stand itself on the basis of reducing financial expenditure, enhancing administrative management, and combating inter-connecting corruption;(2) the content should cover the scope, plan, and steps of innovation;(3) concepts transformation, supervision reinforcement, together with the improvement of the supporting measures should serve as a guarantee so as to explore a scientific and sound reform path.
