| Nowadays the official cars in Guangdong province are under the system of financeresponsibilityã€entity suppliesã€organizational controlã€public expenseã€proprietorship owningã€closed operating system and self service unit,are planned and put into use. However, so farthe system can not meet the need of establishing modern new governmental managementsystem centering on public finance, while departing from the trace of governmentdevelopment, which results in a series of problems such as too heavy the financial burden,effect on shifting of governmental functions and becoming the source of corruption. Atpresent stage, to push the reform of the reform of the official cars’ system is realisticallysignificant.The reform of the official cars involves many aspectsã€strong systematicalityã€inclusiveand complex reform,and it concerns important issues such as civil servant to civil salarysystem〠retirees remunerationã€reform of position-related consumptionã€management ofstate-owned propertyã€revenue increase and expenditure reducingã€administrative institutionreformconstruction of a clean and honest party and government, which cause a lot of publicity.It is notonly a reformational war in adjusting existing interestã€but also a system reform byestablishing and to keep a balance between gains and loss in political affairã€economy andsociety. We should timely collect pilot experience, draw lessons from successful experienceand lessons in the domestic and overseas,call for innovation rather than be restricted to thereform of the existing model,adjust measures to local conditionsã€make the best use of thecircumstance and Guangdong province.This paper analyzes the official cars system and its current situation,sets forth theexisting issues of the official cars system,points out the need of the reform of the system; andat the same time,draws lessons from the experience of oversea official cars system anddomestic pilot experience in some provinces,combines the practice of reform of the first pilotsin some areas and counties in the province, and analyzes comprehensively three differentreform models which include official cars service marketization, the monetization of officialcars distribution, and its management standardization. What’s more,we shall also integratepros and cons from overseas experience with our own condition in Guangdong,base on thetheory about public administration,put forth guidelines and basic principle for official carsreform,and under the guidelines,research and come up with modes and strategic solution to the reform of theofficialcars. |
