Official cars, refers to the party and government organs at all levels, enterprises and institutions and social groups through the National Treasury is equipped with various vehicles used for public activities, general demand, improve work efficiency. To solve the problems in the use of official vehicles equipped with, our country from the80’s to carry out official car reform, many places also implement some reform pilot, although the experience gained certain achievements, but all over the country to see the bus stop, Bu Lvwei reform is mostly change hard, did not achieve the desired results, especially the lack of legislation security official car. In2013, the CPC Central Committee, the State Council issued "party and government organs and practise economy against waste regulations", put forward the reform of GPVS ration, cancel the general public transport, appropriate subsidies public traffic. The reform of official vehicle using system once again become the focus of social concern and hot.In this paper the history and the present situation from the perspective of administrative law in China’s official car with the management system are analyzed, and several other official vehicle using system more mature mode of reform, from two aspects of theory and practice to promote the reform of official vehicle using system demonstrates the necessity and the legalization path, and with the foreign official vehicle using system, from legal system related theory and system reform and puts forward some opinions on the bus.
