Research On The Difficulties Of The LY City Official Cars' Reform And Deeping Countermeasures

Official cars' reform has always been a hot issue in our country's current society.Since JuLY 2014,the General Office of the CPC Central Committee and the General Office of the State Council have promulgated the Guiding Opinions on the Reform in the Civil Service Vehicle System and the Plan for the Reform of the Official Service Vehicle System of the Central Government and State Organs.The official cars' reform has been carried out for more than three years.As of October 2017,LY city,in accordance with the requirements of the provincial government to complete the official cars' reform.LY city car reform in the end made what achievements,what are the deficiencies,follow-up if there is room for improvement and other issues to be solved urgentLY,and its significance for deepening the reform of the car.This paper focuses on the hot issues,the effect of LY city car reform were studied.Thesis theory combined with practice,firstLY,it expounds the relationship between the new public service theory,the transaction cost theory,the institutional change theory,the stakeholder theory,the game theory and other related theories and the car reform;secondLY,based on the above theories,this paper studies the progress of LY car reform and the status que after the reform,and further evaluates the achievements and deficiencies of the current bus reform;FinalLY,on the basis of the interest of the main body of the bus reform in LY city,this paper builds the multi-stakeholder game model with the game theory,and puts forward a reasonable solution to the multi-agent coordination.At the end of the paper,combined with the development direction of the car reform in LY city,rationalization proposals are put forward from the perspectives of ideological style and car usage regulation in order to guarantee the smooth completion of the car reform.
