By using the theory of profit-cost, this paper discusses the structures of profit and cost of this reform mode. It points out that by this mode, the government can achieve the economic profit and political profit in a large extent, but the members in the government organizations will lose a certain economic profit and rating profit and the adhering groups will lose economic and political benefits in a large extent. On the other hand, the reform need pay great institutional cost and resistance cost. But the comparisons of profits and costs proof that at present time, this reform mode is a feasible strategy to solve the problems occurring in official vehicles use.This paper carries out the practice analysis on the example of the reform in Kunming city. The results show that this reform mode has transparent economic avails. yet its social avails is very low. The public gives a low evaluation to the reform. The primary causes include the shortage of the rationality relating to the standards of the transportation allowance, the lower transparence of the reform to the public and the operating difficulties for the social supervised system. So this paper emphasizes that carrying out the reform must think much of the social avails to achieve more political profits.At last this paper points out that to carry out the reform must increase the understanding and transparence to the public, fix on the standards rationality and introduce the social supervised systems actively. Furthermore at the basic of considering the practical conditions, the government organizations should carrying out the reform step by step.
