Social Rumors Spread Complex Governance Network

Rumors are nearly as old as human history, but with the rise of the Internet, they have become ubiquitous. In the new media age,social rumor that spread through the Internet has become a typical public bads in the field of public administration. Governing of internet rumors is a common challenge confronting the international community at present. As China is entering a critical period of social transition, increasing social conflicts call for an effective governance to prevent the spreading of online rumors from threatening social stability.Staring from the research of theories and current status of rumors, this paper delves into subjects and methods to govern the online rumors in the pluralistic governance mechanism. We find that different governance subjects of online rumors are not best matching to their respective governance methods, and "punches combinations" of governance would be more effective in tackling online rumor-mongering. Therefore, this paper presents that it is necessary to establish a mechanism led by government in collaboration with third-sectors to govern online rumors, and to give a full play to the role of opinion leaders in public opinions.Meanwhile, this paper introduces the theory and analysis method of complex network in the study of the social network of rumor propagation, based on the latest research of rumor propagation models and references on the SIR epidemic model to establish the mathematical model that reflects "rumors stop at the wise" for describing rumor spreading, diffusion mechanism and control strategy. In addition, the model is engaged in stability analysis, system simulation and application. The result of the thesis is intended to provide the quantitative and theoretical support and basis for the opinion leaders in their management of public opinions. Naturally, the paper makes the next step of the quantitative research focuses on the deficiencies of the model.In the end. this paper combines the experience and inspiration of foreign countries management to internet rumors, and proposes the suggestions and strategies for the governance of rumor spreading in our country. Furthermore, the development direction of internet rumors governance is thinking and looking ahead.
