Highlights of the new problems and new situation facing the city management, the contradictions among the people is complex, the grim situation. Urban management and law enforcement agencies and law enforcement personnel is correct in office, is clean and efficient, not only in relation to the vital interests of each individual city living, and the relationship between the party and the state, the image of the government, related to the realization of the rule of law and legal target effect. Improve the urban management law enforcement of internal supervision mechanism to regulate law enforcement behavior, ensure the law enforcement personnel to perform their duties, to eliminate illegal violation of discipline, law enforcement process, curb has important significance of law enforcement power corruption.This paper from the urban management law enforcement personnel from the perspective of a basic level of urban management and law enforcement, combined with the actual work, there are urban management and law enforcement supervision, internal supervision lack of supervision is weak, the design process of law enforcement and law enforcement officials on issues such as analysis, put forward to improve the mechanism to enhance the effectiveness of law enforcement supervision. The research found that, the internal mechanism of urban management and law enforcement problems with internal supervision main body design, lack of internal supervision, urban management and law enforcement supervision control weak defect. The cause of the problem formation are mainly urban management and law enforcement supervision system is not smooth, legislation, supervision main body is not clear, financial equipment and other factors behind. Based on the above research, the paper draws the following conclusion:1) urban management enforcement of internal supervision mechanism is the organic unity of body is composed of main body, urban management and law enforcement supervision object, object, content, procedures, methods and other elements.2) improve the urban management law enforcement of internal supervision mechanism should improve the internal supervision factors, analysis and improvement in the elements of supervision subject, object, object, content, procedure, method, so that the elements orderly unified, close cooperation, mutual cooperation, playing an integral effect and the comprehensive advantages.3) improve the urban management and law enforcement supervision mechanism inside the main focus should be placed in the decentralization mechanism, omni-directional supervision mechanism, law enforcement fault accountability mechanism, open mechanism and funding and personnel assessment.4) the implementation approach to improve urban management and law enforcement supervision mechanism inside the carrier, organizations need to step by step and external resources.
