With the "people-oriented" to continue to implement the scientific concept of development, China’s socialist construction has achieved fruitful results. In the area of legal construction, the Party and the State "people-oriented" socialist legal conception, indicating that China’s "people-oriented" rule vales have been formally established. But in the process of building the rule of law, owing to various subjective and objective factors exist, the "people-oriented" rule values appear weakened, and "people-oriented" philosophy do not fully deeply implement the rule of law. Rounding these problems that emerging, Chinese law theoretical circles have launched extensive studies about "people-oriented" value orientation, however, up to now, there are rare more mature theory and discourse; especially the realization ways of the "people-oriented" rule vales are still in relatively clean state. Therefore, deeply studying of "people-oriented" rule vales, finding realization ways of the "people-oriented" rule vales, to build the legal system of Chinese characteristic socialism, and to launch the construction of socialist legal system is of great theoretical value and practical significance.This essay’s research in accordance with the following four main components:Part one:theoretical basis-the "people-oriented" and the value orientation of law construction. In this part, it arguments and analyzes the theory of sources and theoretical basis of "people-oriented", and illustrates the contemporary the scientific connotation of "people-oriented "; to card the connotation and historical evolution of "people-oriented", find out that the "people-oriented" rule vales is the kernel value of China’s modern legal system.Part two:theoretical analysis-the status duo and the causes of weakening of the "people-oriented" rule vales in the process of China’s modern building of legal system. In this part, it first analyzes the status quiz o weakening of the "people-oriented" rule vales in the process of China’s modern building of legal system, and then on this basis resolves the causes, to offer reference for the "people-oriented" rule vales.Part three:necessity study-necessity of adhering to "people-oriented" rule vales. In this part, it analyzes and arguments the necessity of adhering to "people-oriented" rule vales from cultivating socialist faith, the pursuit of the socialist rule of law values, and building a socialist rule of law government these three parts.Part four:countermeasure and suggestion-realization ways of the "people-oriented" rule vales. In this part, it one the basis of fully argument of the "people-oriented" rule vales, aiming at the fact of China’s legal system construction, tentatively putting forward the realization ways of the "people-oriented" rule vales:establish legal awareness of the "people-oriented" rule vales, implement legislation democracy of the "people-oriented" rule vales, reinforce law enforcement of the "people-oriented" rule vales.
