The development of communities, which constitutes an indispensable part of society, has profound impacts on society’s stability and harmony. Along with the deepening of the economic reform and the emergence of community-building movements, communities have become gatherings of numerous social groups and serve as a mirror that reflects social conflicts. With citizens’growing sense of belonging toward communities, it is natural that the term "community public service" raises great public concerns. As a result, It is the ultimate goal of the exploration of community public service modes to meet citizens’increasing demand for rich material and cultural lives, as well as to enrich their spiritual world. Through the past few decades of exploration, we have struggled out of the old systems and attained considerable achievements in our country’s community construction. Still, various issues remain to be addressed. As we are now in a crucial phase of reform, and with the influence of complicated social backgrounds and the function-changing government, different conflicts have been discerned. Considering these, it is necessary to further intensify the reform of the administrative system, deepen the exploration of the public service modes in urban communities, and ensure the harmonic development of communities.By adopting the methodology of combining theory and practice, this paper makes a systematic and all-inclusive investigation into Bai Bu Ting community, Wuhan, striving to provide an effective example for the development of urban community public service. It starts by introducing its fundamental theories, namely, the self-organization theory, the new public service theory, and the public goods theory. Then, it presents a scientific and comprehensive survey, which is designed in accordance with the present situation of Bai Bu Ting community, and whose items are arranged in the order of community organization, community culture, community environment, community retirement programs and community management. When coming to the aspect of field-research, among the200copies delivered to the residents of Bai Bu Ting community either via the Internet or by prints,184effective copies were returned. Finally, after a series of systematic summarizing and analyzing the statistics presented by the survey, it presents several concrete proposals for addressing the main problems in the present community public service, and designs proper steps to improve and optimize the public service modes for Bai Bu Ting community.
