Research On The Path Of PPP Model To Promote The Sustainable Development Of Community Elderly Service In My Country

According to the National Development and Reform Commission,my country will enter a moderate aging stage in the next five years.Actively responding to the problems caused by aging has become my country’s national strategy.At present,the family structure in our country is gradually miniaturizing.If you want to meet the needs of the elderly,it is no longer possible to rely solely on the family to provide for the elderly.Institutional elderly care requires the elderly to change their original living environment and methods,which is difficult to be favored by the elderly.Most of the services are mainly housekeeping services and relatively single,which is difficult to meet the increasingly diverse needs of the elderly for the elderly.Community elderly care not only allows the elderly to receive elderly care services in their daily lives,but also meets the diverse needs of the elderly for elderly care,and has received extensive attention from the government,society,and the people.On this basis,this article believes that promoting the sustainable development of community elderly care services and solving the problem of aging in our country are issues worthy of discussion.On the basis of consulting related literature,this paper divides the current traditional community elderly care services into three categories according to the different providers,namely,government supply mode,market supply mode,and voluntary supply mode.By analyzing the connotation,characteristics and service content of different supply modes,it is concluded that all three supply modes have common problems such as lack of talent support,lack of capital guarantee,and low supply quality.In order to solve these problems,society must look for more professional participants and more effective supply models.Therefore,this article is based on the theory of multiple public service supply,and on the basis of analyzing the advantages and feasibility of the PPP model for providing community elderly care services,it proposes "implementation PPP model provides community elderly care services".In order to further verify the role of the PPP model in promoting the sustainable development of community elderly care services,this article uses the embedded theory to analyze typical cases of the community elderly care PPP model,and summarizes the four aspects of administrative embedding,relationship embedding,structural embedding and cognitive embedding.The experience and shortcomings of the current PPP model for providing community elderly care services provide suggestions for further optimizing the PPP model for providing community elderly care services.It is believed that the PPP model of providing community elderly care services should pay attention to the following points:use administrative embedding as a booster to provide support for the development of community elderly services in the PPP model;use relationship embedding as the standard to achieve collaboration between the public and private sectors in community elderly care Co-governance;use structural embedding as a breakthrough to improve the community elderly care service system under the PPP model;focus on cognitive embedding to deepen the construction of the elderly service team.
