| Since the beginning of the new century,China’s modernization has been flourishing,but with the acceleration of social transformation,the aging of the population is also increasing.The miniaturization and empty nest of family scale,the scarcity and inefficiency of resources for the aged have all adversely affected the quality of life of the elderly in their later years,which has seriously restricted the social development and made the modernization of national social governance face certain challenges.Therefore,it is necessary to effectively integrate social endowment resources,optimize the connection of various endowment systems,and explore the supporting forces conducive to the sustainable development of China’s endowment service.Community service for the aged,as the current development direction of service for the aged in urban areas of China,aims to integrate social resources,reduce the burden of family support for the aged,and reduce the cost of social support for the aged,so that the elderly can get all kinds of services they need in their home environment and familiar communities.This is in line with the current needs of China’s development of aged care services.Based on this research background,this paper focuses on the development status,existing problems,the root of the dilemma,the solutions and other aspects of "community pension service" in G community of Guiyang from the perspective of welfare pluralism.On the research method,the paper adopts the research method of combining field research with text analysis.From the perspective of welfare pluralism theory,through on-the-spot investigation,this paper summarizes four existing urban community pension service modes,namely,family pension mode led by consanguineous relationship,street service mode led by government,day care service mode for the elderly led by market,and community voluntary mutual assistance service mode led by spontaneity.From three dimensions of service and facility provision,financing and responsibility regulation,this paper discusses how family,government,market and volunteers cooperate to complete community aged care service,and the practical problems faced by various community aged care service modes,which are embodied in three aspects: First,the mobility of front-line aged care service personnel is large and the supply of professionals is difficult;Second,the mismatch between supply and demand and the low ability of resource integration;Third,insufficient capital investment and unrealized scientific and rational utilization.From the root cause analysis,the root cause of the lack of human resources is mainly manifested in three aspects: the continuous increase of labor output,the high mobility of front-line staff,and the difficulty of supplying professional medical staff.The root of the shortage of funds lies in the limitation of the low level of regional economic development,the insufficient financial investment of government departments and the limited investment of social funds represented by enterprises.The reasons for the low efficiency of resource integration are that there is a big difference between the potential demand and the effective demand of the elderly for aged care services,and the public sector has not made a scientific and effective dynamic assessment of the needs of aged care services for the elderly.The results show that: on the one hand,as a new service model for the aged,community-based aged care has begun to take root and take shape,and the service supply has been gradually improved through continuous trial and error,which has laid a solid foundation for better meeting the needs of the elderly,integrating the supply of social aged care service resources,coping with the challenge of aging,and promoting the modernization of regional social security governance system and governance capacity.On the other hand,at present,the development of urban community aged care service is limited by capital,manpower,policies and other factors,and the improvement of aged care service quality and professional level is facing no small challenge and dilemma.In view of the above problems,this paper thinks that we can think and improve from three paths: perfecting the human resource guarantee mechanism of community pension service,establishing the dynamic evaluation mechanism of the needs of the elderly,market-oriented reform,policy guidance and establishing the evaluation and supervision mechanism,so as to better meet the needs of the elderly and meet the challenges of aging. |
