The Network Participation In Public Opinion Expression And Politics

Not only the coming of Internet era provides citizen with a channel for free expression, but also it provides government with a more direct and convenient way to understand citizen's need and opinion. In recent years, there is a continuous arguement on the internet which reflects lots of social conflicts and problems in social transformation period. In this situation, the government is required to provide an effective way to resolve conflicts and problems.With more and more opinions appearing on the internet, governments at all levels pay more attentions to network of public opinions:they begin to communicate with citizens on internet, listen to the suggestions and opinions from internet users, open up a new era of Networks in Politic.To have the disorder to order transition and Institutionalization of public opinion obtain from network, different kinds of network politics platform are built.How do these net platforms operate? What kinds of influences it brings to government public decision? How about the situation of public opinion expression on these platforms? Is there any constraint? What is constraint? How about the government response to public opinion? How to overcome obstruction to make network politic better in present system? In this paper, the website "Wuhu citizen inner voice" is researched as miniature of local government network politics to answer the questions above, trying to provide our local government with some inspiration for network politic.This paper has seven chapters:The first chapter is introduction part which explains the source, purpose, significance, content and methods of the research. Also, the present researches of network politic are reviewed.The second chapter elaborates the development of network politic in China. The network politics are divided into three different forms:E-government, official contact network, institutionalized network politic. This chapter focuses on official contact network and institutionalized network politic. Comparing to official contact network, the institutionalized network politic is viewed as a better method which is the future development of network politics in China.The operation mechanism of "Wuhu citizen inner voice" is elaborated in the third chapter. The analysis of essential elements in "Wuhu citizen inner voice" operation, working process and different politics mechanism are included.In the fourth chapter, the relationship between network politics and local government public decision is discussed according to analysis of two different cases. On one hand, the positive influence has been affirmed, this is to say, the suggestion of internet users are viewed as important reference; on the other hand, the negative problems are analyzed during the process of network politics influence public decision.In the fifth chapter, the situation of public opinion expression on network politics platform is investigated based on field work. The result shows that there still are some constraints on public opinion expression on network politics platform. There are mainly three kinds of constraints:1. the website's own rules; 2 the delete of post for obligation; 3. the influence of government.In the sixth chapter, how the government response to internet users on "Wuhu inner voice" is investigated. Also the response time and quality are also considered. The solve situation are divided into four kinds:1. the government solves problem initiatively; 2. the problems is solved during the discuss between internet users and government; 3. the problem is solved according mayor's instruction; 4. The problem beyond city government supervision cannot be sovled.In the seventh chapter, the writer puts forward some suggestions which can help local government to implement network politics, wishing network politics work full functionality in Chinese present administrative system. The concrete countermeasures are following:strengthen the interaction between network politics platform and other organizations; to perfect the system of network politics; improve the citizen network politics standards.
