This thesis aims at improving the social and economic development level in rural areas by rural informatization poverty reduction. It’s based on Poverty Governance Theory, Public Goods Theory, Maslow’s Hierarchy of Needs Theory, Information Productivity Theory and Endogenous Growth Theory. After the research and conclusion of the terms of informatization, rural informatization and rural information poverty reduction etc.. it draws the function mechanism of how rural informatization works on rural economy and society. The prospective that runs throughout the whole paper is informatization promotes the information poverty reduction in rural areas.Specifically, a field research was taken in Yongji County, Jilin Province. Then the research data and results were compared with the rural informatization level in the developed areas in China and that of developed countries in the world. The article summarizes the status and causes of rural information poverty of Jilin Province and raises the relevant solutions. Information poverty is the new emerging problem in less developed rural areas besides economic poverty. The above analysis contributes to supportive theories and suggested policies to it.Rural information poverty manifests as the lack of information resource for the peasants. Information resource is another important kind of wealth creating gift. The lack of it can lead to the peasants’economic poverty indirectly. Eventually, the poor will get stuck in the vicious cycle of information poverty and economic poverty. So, carrying out information poverty reduction and governance is the inevitable requirement for the moment.However, besides the government’s input and support, the society, the peasants themselves, even the enterprises and the market should take participation in reducing rural information poverty. Multi-governance is needed. Information is not the only relief content. It finally aims at relieving poverty economically in terms of improving living standard.
