On the one hand, the network has its characteristics of the free, virtual, open and so on, which make people get a lot of ascension on the political participation, And many internet hot public event can cause deep concern of the public in a short period of time, that brought unprecedented challenges to the government’s governance, regulation and government information security; On the other hand, the moral loss of government officials, the obsolete governing idea, the lack of relevant legal system and the social known bias to government departments make the government credibility problem constantly exposed. In network era, the social changes brought the new public demand which promote the public expectation of the government, and the root cause of the loss of government credibility in network era is the management of the public out of control and the government’s self-interest sex.The legitimacy of the government and authority are based on the discretion of the government credibility, good government credibility can not only enhance citizens’trust and understanding in government, also can improve the efficiency of governance and effectively maintain the legitimacy of the government. Thus, to improve the government’s credibility, first government need to monitor through the network, to achieve the aim of the social management; Second from the government’s own capacity-building, take its own institutional change as an opportunity to make good use of this double-edged sword——network, and play the positive energy of the network environment, that will reshape the government’s credibility. Only in this way can effectively protect the legitimate rights and interests of the public, and can reverse the situation of the government credibility loss, so as to enhance the government credibility.In the first place, this paper based on the argument background of network times, combed the related concepts of the government credibility and theoretical basis, and then analyze the present situation of the government’s credibility, and takes the "Zhengzhou incident" in2011as an example, deep analyze the cause of the government credibility loss problem in the network times, that are mainly the factors of the government itself, the influence of network environment and the public cognitive biases.etc. Finally from the two aspects of the government’s own ability construction and network supervision analyze the countermeasures of improving the credibility of our government in network era, so as to realize the benign interaction between the government and the public, to promote administrative capacity of government and the public satisfaction to the government.
