Network Era Of Weakening The Credibility Of The Local Government And Countermeasures

Credibility of government is one of the most important values which are pursued by government, It is unfortunately that credibility of government have been lost far than the development of times, but people have more and more requirements of government. Some of the governors still reserve the traditional management ideas, in addition to these, the wet give a good chance to the people who are angry to the behavior of government, all above are threats to the credibility of government. It cannot be denied that a part of local governments have paid efforts on strengthen the credibility of government, but, the bad behavior of a few local governments are enlarged because the amplification of the network .my papers aim to save the credibility of local government from the bottom .The first part of papers, which is also the introduction, introduces the reason and the aim of my topics, then introduce the current situation of this area research. The reason of topics includes two respects, the objective background and the current situation of China local governments .In China, the credibility of government show out the weaker and weaker from up to low, so I think that chose the credibility of local government will be more meaningful than chose all governments. And we have stepped into the network times, which influence our life from economic to politic, including credibility of government surely. The network times give us many threats, but also offer us much chance to strengthen the credibility of local government.The second part of papers introduces the concept of the credibility of government. The concept is the base of the theory, so I summarize a suitable concept for my theory. At first, I list some kinds of concepts from scholars, then I summarize a concept belong to myself. Credibility of government is degree of public trust, the behaviors and consequence, which is shown by government in management, public service, and public relationship and so on, accord with the value of times and the peoples, then because of according, people decide to give trust to government.The third part of papers is discussing what threats have been given by network times to credibility of government. In this part, I use the examples to proof my theory. These examples are famous in society, such as high price toll, Hangzhou 70 yards, Henan stop heating collectively and so on. At the end of this part, I summarize the conclusion that the government is not a secret organization in network times anymore, it is observed by people in any time, so, some traditional ideas have to be changed as soon as quickly adapt to the requirements from the times and the people.The forth part of papers is discussing the reason of weakening credibility of local government. The main reason includes three aspects, the government-self, the people awareness of democracy, the features of network. Some behaviors of local government is not suitable with the mainstream value, such as not integrity, not open, not allowing the low, not loyalty and so on, these behaviors are deviated from the mainstream value, plus, we have so many local governments and they are in so different develop-degree that they are managed difficultly. People need more and more opportunities to part into the political life, because their awareness of democracy. Network has some features which make net as a plat where some dissatisfaction can be appeared.The fifth part of papers discusses the methods to salve the problem. It can be solved by strengthening ability of government-self, such as moral ability, efficiency ability, serve ability and so on. It can be solved by strengthening the power of central government to local governments. It also can be solved by strengthening management to network, including network supervise legislation, pushing the limit real-name system in network.
