Research On Government Information Publication In The Context Of Emergency

Disclosure of government information is not only an important means for the government to respond to emergencies effectively, but also an important way to address and resolve emergencies properly. The emergency responding process, the efficiency and accuracy of the emergencies relevant information which government gives to the media and the public relates what the public protecting the citizens’ right and will be able to increase public understanding of unexpected events, so participating the emergency response actively, rely on the power of the state and society together. The emergency effective government information disclosure reflects the ability of countries to respond to emergencies and show the government protects the public’s right to know the extent and scope. It also marks the level of a country’s administrative law. This paper clarifies that emergency government information disclosed in the basic theory with inspecting the foreign advanced system and analyzing our emergencies FOI situation and existing problems, and learn from the advanced experience of foreign countries and with our specific conditions to improve China’s government information disclosure systems. This article aims to study theories about government information disclosure further, improve our ability to respond to emergencies and government information disclosure system.The text of the basic structure includes an introduction, body and conclusion of three parts, the article is as follows:The introduction points out recent incidents in the context of frequent deepen the study of government information disclosure system of emergencies to improve the government information disclosure system in China which has been pressing. The status and significance of domestic and foreign research are briefly described.The first part is emergencies FOI basic theoretical research, clarifying the meaning of this part of the first incident, the characteristics and requirements of relevant laws; secondly elaborated emergencies FOI theoretical basis, there are the people theory of sovereignty, the right to information theory, the theory of crisis communication and public governance theory; once again discussed the incident in basic government information disclosure requirements in response to emergencies, which asked the Government to be more proactive and timely disclosure of information, pay more attention to comprehensive information authenticity and the government’s responsibility; finally analyzed emergencies FOI significance, not only can effectively curb the rumors, to ensure public rationality; protect the citizens’right to know, to enhance the ability of citizens to help themselves in an emergency; facilitate curb corruption and prevent the abuse of power.The second part is for foreign emergencies government information disclosure system of inspection. In this part of the foreign management mechanisms to respond to emergencies in-depth investigation, mainly involving the United States, Russia and Japan which is a typical representative of the three countries, and the analysis of perfection emergencies government information disclosure system of reference and revelation, foreign emergencies should have a strong sense of crisis management, a sound legal system, specialized emergency information disclosure mechanism, pluralistic government information disclosure channels are worthy of our reference.The third part is the unexpected events in our system of government information disclosure problem. In the public supporting the system, our lack of specialized agencies, the lack of effective mechanisms for communication and exchange of information and accountability mechanism is not perfect, the construction of government websites is not satisfactory, there is no effective coordination of multi-channel applications; making China emergencies the government information disclosure did not play the desired effect.The fourth part is to perfect emergencies in our system of government information disclosure. This part is to give some suggestions about improving the problems. Firstly, the concept of open government information can enhance awareness, so we must establish sunshine government’s governing philosophy to respect and implement the awareness of citizens’right to know. Second, the legislation should develop uniform laws, improve the existing laws and regulations, and strengthen information disclosure operability. Third, institutional support to set up a special emergency information management organization; improve communication and information exchange mechanisms, and to further improve the system of accountability. In improving communication and exchange of information mechanisms, should first strengthen the role of the media coverage guarantee and supervise the news media, to strengthen the guidance and supervision of the media; secondly to improve the spokesperson system, on the one hand to improve the spokesperson system relevant legislation on the other hand makes a full-time spokesman, specialization; build a diversified information dissemination channels again, which requires the government to strengthen the construction site while the role of non governmental websites, the use of political and legal microblogging and other new media in disasters the dissemination of information, the traditional multiple channels to build, so that information coverage area, broader level personnel.The conclusion emphasizes the incidents related to the vital interests of the general public, which requires us to establish an interactive mechanism for the government, the media and among the public, improve emergency government information disclosure system has an extremely important role.
