Under the background of global strategic center of gravity to the East AsiaPacific of the Obama administration, the United States implemented to strengthenthe policy of the U.S.-Japan alliance. The U.S.-Japan alliance has been greatlyimproved by specific policy means such as strengthening defense cooperation,innovating alliance mode, enriching the connotation of the alliance. In terms ofdefence cooperation, the Obama administration together with the Japanesegovernment to develop a new generation of missile defence system, deepen the jointwar plan, and strengthen the network security dialogue. In terms of alliance mode,promoting the U.S.-Japan alliance activity by the traditional pattern of bilateral to“the U.S.-Japan+ally”, the new mode of “the U.S.-Japan+partner” transformation,effort to strengthen the trilateral relationship of US-J and South Korea, US-J andAustralia, US-J and India. In the aspect of connotation of the alliance, beyond thetraditional security defence cooperation, the new content of economic cooperation,global governance and traditional security expand the scope of the U.S.-Japanalliance cooperation.To seek the reason of strengthen the policy of the U.S.-Japan alliance, theMaster’s Thesis analyzes the problem from three aspects as the strategicredeployment of the Obama administration itself, the adjustment of Japan’s domesticand foreign policies, and China’s external impetus. The strengthening of theU.S.-Japan alliance has objectively promoted the depth and scope between the U.S.and Japan, and provides critical support for impulsing the Asia-Pacific strategy ofthe Obama administration that beyond the expected policy to a certain extent. Whilethrough the strengthening of the U.S.-Japan alliance relationship, Japan makesfurther publicity to cohesion domestic and international consensus toward “Chinathreat”, constantly breakthrough the postwar system interiorly and creates incidences in the Asia-Pacific region simultaneously, causing the deterioration of the securitysituation around China.In spite of the United States will not indulge Japan go further from rightdeviation to militarism, analysis by synthesis of America’s own strategic and inanticipation judgment of Japanese foreign policy, in the foreseeable future, theObama administration will consolidate and strengthen the U.S.-Japan alliance as thetask of American Asia-Pacific strategy continuously and the principal of “tailored”,and make condition to fine-tuning of the U.S.-Japan alliance policy in theAsia-Pacific change simultaneously.It is worth noting that the U.S.-Japan alliance is not monolithic either, China hasa lot of strategy space to deal with the strengthening policy of the Obamaadministration. First, China needs to focus more on the domestic economicdevelopment, maintains a good development momentum, shares the achievement ofdevelopment with the countries in the Asia-Pacific region to strengthen economiccooperation to dilute the peripheral policy of the U.S.-Japan alliance. Second, Chinaneeds to seek and create with the common interests of the U.S.-Japan allianceactively, use the “bilateral interests” as the breakthrough point, cooperates in variousfields of the trilateral common concern and attention problems to eliminate theobjection of the U.S.-Japan alliance. Last but not least, China needs to focus onpromoting the bilateral relations between China and the United States, China andJapan to split the U.S.-Japan alliance, and try to grasp the strategy and policyinitiatively, inject and enlarge the centrifugal factor of the U.S.-Japan allianceskillfully, promoting the development of the U.S.-Japan alliance to be the China’sdirection.
