When Barack Obama came to power, there had been new changes in the powerstructure of Northeast Asia, emerging powers growing and United States’ dominance isrelatively lower. Facing this strategic context, The Obama administration determined toreturn to the Asia-Pacific area. In terms of its china policy, while president Obamapursued cooperation and dialogue, his government also strengthened bilateral militaryalliances in Northeast Asia. Obama administration’s security policies have made asignificant impact on the security situation in Northeast Asia, challenging China’snational security. This thesis focuses on analyzing Obama administration’s securitytargets and critical paths, and then finds out how china should adjust itscountermeasures, consisting of four chapters.The first chapter, strategic targets and critical paths of Obama administration’sNortheast Asia security strategy. President Obama choose to “Back to Asia-Pacific”and came up with the “rebalance to Asia-Pacific” strategy. The targets on NortheastAsian security policies can be summarized by ensuring the security interests in thisarea, maintaining leadership, consolidating the safety of alliance system. The criticalpaths ensuring security strategy well operation include: implement "smart power"strategy, stress traditional and network security, and advocate "comprehensiveengagement".The second chapter, the alliance security policies of Obama administration inNortheast Asia. Obama administration has built a security policy system constructed by alliance system as pillar. President Obama simultaneously strengthened the US-Japanalliance and the US-ROK alliance, consolidating the U.S. military deployment inNortheast Asia. Meanwhile, U.S. striven to promote trilateral cooperation, aiming tobuild a multilateral alliance system in Northeast Asia.The third chapter, political security and network security strategies of Obamaadministration. In political security aspect, while president Obama proposed"comprehensive engagement" strategy, meaning to maintain dialogue and contacts withnon-allies such as China and Russia, he also pursued values diplomacy, expanding theideological infiltration in China and Russia. In network security aspect, presidentObama highlighted the importance of network security, and upgraded the U.S. networkattack and defense ability in Northeast Asia.The forth chapter, what challenges china has faced and what should do in thefuture. Affected by Obama’s security policies in Northeast Asia, China faces enormousmilitary pressure, and its surrounding security situation has been challenged by theUnited States. To respond current U.S. security strategy in Northeast Asia, Chinashould establish "new relations between big powers" with United States, which meansno confrontation and no conflict, pursuing mutual respect and win-win cooperation.China also needs to create a harmonious surrounding geopolitical pattern and conductmedia diplomacy, shaping the image of a responsible powerful country. On one hand,these policies should resolve the worry of the United States about the rise of China. Onthe other hand, to create a good international and regional environment for China’stransformation.
