The Analysis Of Policy Network Structure And Public Policy Effectiveness

Each policy would unavoidably meet some impediments in its process. As a result, the phenomenon of abnormal weakened policy effectiveness appears. The dissertation designs four new policy network structure models which conclude the simple public policy structure model, specialized public policy structure model, limited opened policy structure model and opened policy structure model on the basis of the theories of western policy scientists which study the policy network and the analysis of questionnaire data. With four models showed above, the dissertation initiates the research of public policy effectiveness problems.Though the analysis and induction of the questionnaire data, the dissertation finds out five laws of the relationship between the Chinese public policy network structure and the public policy effectiveness which conclude the direct relationship between the opening level of public policy network structure frontier and the public policy effectiveness, the direct relationship between the intensity level of public policy network structure bond and the public policy effectiveness and so on. And with the contrast analysis between the public policy present situation and the laws which are showed above, the dissertation finds out several problems of Chinese public policy network structure which would weaken the effectiveness of public policy. The problems are consisted of the lowed opening level of public policy network structure frontier, the weakened intensity level of public policy network structure bond, the policy network structure of each policy process should be moderated.To solve the problems showed above and to improve the effectiveness of Chinese public policy, the dissertation suggests building the public policy network structure optimization system which concludes the opening system of public policy network structure frontier, the strengthening system of public policy network structure bond, and moderating system of every public policy process.
