A Study On The Participation Of Charitable Organizations In Medical Assistance

Our government has taken the main responsibility since the Medical assistance system established, the government’s fiscal funds of medical treatment increased year by year with the augmentation of the national strength, it’s a good protection for the social vulnerable groups. But due to the limitations of the government itself, as well as the poor further increase of demand for medical services, the government’s power is somewhat thin. Western welfare states in the 1970s are also facing the same dilemma, as the welfare pluralism theory and the rapid development of civil society, charity began to play an irreplaceable role in the field of social assistance. The charity are flexible, professional and social, can make up for the defects of the government in Medical assistance.At present, various charitable organizations begin to practice, and many projects has been appeared in Medical aid. We can learn the experience of success in these projects, at the same time,we have found many problems. For example, government and charitable organizations’ responsibility are not clear, rescue cooperation mechanism is not perfect, relevant laws and regulations have not specification for rescue work, the lack of unified information sharing system, etc.This article tries to comb the present situation of medical relief charity, summarizes the current mode of charity organization involved in medical treatment, and analysis the characteristics. Then find problems through the situation and study on these problems, further, introduce the experience of the abroad of the charity medical enterprise. At last, explore the meaningful advises for Medical assistance. The first chapter is the introduction part, The second chapter defined the concept of charitable organizations and medical relief, discussed the theoretical basis by the market failure theory, the government failure theory, the welfare pluralism theory and the civil society theory. The third chapter analysised the reality environment, summarized the existing model of medical charities. The fourth chapter analysised the problems of the medical charities. The fifth chapter took Britain and the United States as examples, summarized and introduced the successful experience of two countries. The last chapter put forward the feasible suggestions in view of the above problems.
