The Research On The Administration System Of Wuxi LY Development Zone

The development zone is a historical product of China’s Reform and Opening up, economic development and internationalization, it is an economic region, as well as an administrative region. It is a specific area which is independent of administrative district, mainly characterized by the particular policy during the regional development, as well as the specific management system. The development zone go through five phases:start-up, development, differentiation, transformation, and stability, create a series of successful experiences in structure, institutional settings, function performance, management mechanism and functional development, play a leading role in the social development. With the deepening of China’s socialist market economic system reform, the development zone is influenced by regional expansion, function development, policy change, the reduction of resources and the intensifying competition, some problems and contradictions of the management system appear in the development zone. It is needed to be guided by the scientific outlook on development, focusing on promoting social harmony, reform and innovation, so as to build a scientific and rational management system of development zone. The paper takes the management of LY Development Zone in Wuxi as an example, on the basis of the new public service theory, the institutional change theory and the governance theory, discusses about the management system of domestic development zone, systematically studies the innovation management system of development zone.Firstly, the paper reviews the current situation of the management system of development zone at home and abroad, then makes an analysis of the emerging and development of domestic and foreign development zone, as well as the types and characteristics of the management system of domestic and foreign development zone. Then LY Development Zone in Wuxi is taken as a focal example, the paper explains the historical phases of LY Development Zone in Wuxi, makes a comprehensive analysis of the current situation, the plight and the causes. In the end, the new public service and the idea of the public service are brought into the research of the management system of the development zone, the paper proposes the comprehensive reform and innovation on four aspects, which are management concept, management system, management mode and operation mechanism, so as to build a development zone featured by the rule of law, service, efficiency and innovation.
