Research On Management Mode Innovation Of Development Zone Based On The Perspective Of Service-oriented Government

As window and system innovation experimental field of China’s reform and opening, Development zone’s born and development make great contributions to attracting foreign investment, recommending technology, increasing employment and expanding foreign economic and trade cooperation. But the global economy development is not clear nowadays, there are many challenges to the development zone. If it desires to win in the both fierce competition domestic and international market, it should promote management system reformation based on the perspective of service-oriented government, and further improve investment environment. With the more standardized service, it can create good environment to attract investment.This thesis will rely on the new public management theory, system innovation theory and polycentric governance theory, this paper introduces the development zone’s management mode in domestic and abroad, makes analysis of them and absorbs useful experiences. Finally, this paper takes the high and new technology industry development zone in Nanning as research object, and introduces its management mode’s development process and current situation. It is certain that development zone has made some achievements, but There exists some problems such as obsolete ideas, not complete function change and not flexible operation mechanism, we should make clear the deep reasons behind these problems. In this way to put forward some suggestions for the management mode innovation of development zone, which are based on the perspective of service-oriented government.Based on the research of new public management theory, system innovation theory, polycentric governance theory and the case study, this paper holds that management mode of development zone in management concept should make a change into service government. To management system, it should focus on perfecting various systems. To administration methods, it should pay attention to technology and methods innovation. To administration subject, it should make construction of high quality talent team.
