Beijing Platform Of Social Security Under The Service-oriented Government Perspective

In recent years, with the construction of the service-oriented government, the social security public service as an important part of the country’s public service has obtained certain results. Social security services platform is an organic system transferring social security public services to citizens, its citizens as the core concept and people-oriented concept of service-type government is the same. Building and perfecting the social security services platform is not only a necessary measures for perfecting the social security system of public service but also an important factor to measure the effect of service oriented government construction. Beijing always has the guaranteeing and improving the people’s livelihood as the starting point and foothold of social security work, and explores and reforms on social security service platform construction, to make it increasingly perfect. But due to the increasing of social security service object and the improving of social security service number, the quality and efficiency, The current social security service platform is facing great pressure.This research using the research methods such as literature, questionnaire, interview, on the basis of relevant theories, starting from the present situation of social security services platform in Beijing, by the research of some service object and staff in Xicheng district, found that the current social security service platform has some problems such as the infrastructure is not perfect, service network、informatization、standardization construction of social security level are not high, Staff quantity and quality to adapt to the requirements, and so on.This paper, on the basis of domestic and foreign typical experiences learning, starting from the perspective of service-oriented government, puts forward to construct the social security services platform according to the principle of systematic, demand oriented and fine. Departments of social security services can take measures in infrastructure, informatization and networking, standardization and so on, giving full play to the government service functions, realizing the purpose of providing "one-stop","never leave home" social security service for the public such as social security, public employment, labor relations coordination.
