With the rapid development of China's social economy and the development and progress of science and technology,the broad masses of the people have higher and higher requirements for government public services and social management,especially under the background of big data,cloud computing,Internet +.The people's increasing demand for public services also puts forward new requirements for human resources and social security services.Prime Minister Li Keqiang has mentioned the concept of "Internet +" for four consecutive years in the two sessions this year,so the construction of''Internet+Human Resources and Social Security”is imperative and on the way.With the rapid development of information technology in recent years,the construction of integrated information system of human resources and social security services in Guangdong Province has made great progress.With the pace of the construction of smart city to the direction of the smart human resources and social security services stride forward to a new level.At present,the information construction of human resources and social security services in Guangdong Province has connected the former separate "information blocks" nto a unified"whole".From mutually independent and disconnected systems to the construction of an integrated information system for the whole province,the informatization work of Guangdong Province has experienced a series of reforms and innovations,such as business,technology,etc.,and has achieved substantial results.For the national social security information construction has reference value and reference significance.Under the background of high-speed development of information technology such as big data,cloud computing and so on,This paper takes the construction of "Smart Human Resources and Social Security Services " in Y City of Guangdong Province,as the object of study,and through method of literature research,questionnaire survey and interview,tries to understand the present situation and existing problems of the construction of "Smart Human Resources and Social Security Services" in Y City,and analyze the reasons as well as put forward some feasible suggestions.This paper is composed of five parts,the first part is the introduction,mainly to explain the background and significance of this thesis,the current research situation at home and abroad,the ideas,methods and innovations of the research.There are also core concepts and theoretical bases that need to be defined.The second part is to take Y City of Guangdong Province as the research object to the current situation of the construction of"Smart Human Resources and Social Security Services " in Y City.The third part is through the field investigation,the questionnaire,the interview and so on,through the data collation and the data analysis,concludes that the construction of "Smart Human Resources and Social Security Services " in Y City is characterized by lack of ideological understanding,lack of co-ordinated consideration,insufficient ability of data management,phenomenon of isolated island of information,equipment and facilities configuration is not perfect,low utilization rate of equipment and facilities,and the security of data and information need to be strengthened,and as well as analysis of the reasons for the problem;The fourth part puts forward some suggestions on the construction of "smart people society" from the aspects of improving leaders'attention,strengthening the top-level design,paying attention to the introduction of talents,strengthening the construction of system,ensuring the implementation of funds,increasing publicity and paying attention to the guarantee of information security,in view of the reasons for the problems.The fifth part is the conclusion,the summary of this paper and the prospect of future research.
