Social Assistance And Management About Homelessness Under Policy Implementation

As an important social issue, government has attached a lot on how to rescue the vagrants and beggars in city. Our government issued "The Rule of Protecting the Beggars of Homelessness in Cities" in June2003(it is called "the new rescue management approach"),and established special agencies to ensure the effective implementation of the policy. Two thousand and thirty one social assistance management stations have been set up for beggars and vagrants in whole country to the end of2013. The stations have played an important role in the relief work of vagrants and beggars for decades, and aid over one million vagrants average annual, but the quality of the aid to be improved, the quantity of the vagrants in some areas not fall is the reflection.In this paper, the subject of vagrants and beggars management-social relief stations is the object, using research perspective of policy implementation, based on extensive field research community rescue shelter on the effects of social relief stations for the implementation of aid management policies were a comprehensive and objective evaluation, and analysis of the difficulties encountered in the process of policy implementation. Research perspective is reflected in policy implementation process model based on Smith, from four dimensions:the quality of policy design, policy implementation body, the object of policy implementation and the environmental issues of policy implementation analysis the causes of the issues, and give the proposed community constructive measures.This paper argues that, although vagrants and beggars management has made certain achievements, such as rescue large number of victims successfully, staff ethic significantly improved, working mechanisms are innovated, but there are still lots of problems and difficulties. Performance of policy implementation difficulties, such as target screening difficult, reject difficult, management difficult, and inter-department coordination difficult; poor implementation of the results, such as rescue misplaced object, no significant change in the number of target groups and target groups repeat begging phenomenon is difficult to contain. The reason mainly lies in policy design quality is low, the executive body is not strong, target groups do not agree, poor policy implementation environment. Therefore, in order to effectively rescue begging groups,four areas should be improved, that is improving aid management policy, the ability of the executive body, rescuing target groups Category, optimizing environmental policy implementation.
