A Research On The Relationship Between Government And The Internet Community Based On The Concept Of Governance And Service

With the rapid development of information technology in the21stcentury, people’s living standards and lifestyle have undergoneenormous changes. Gradual strengthening awareness of citizens inpolitics.With the expansion of the network popularization,forms ofsocial organization and the way politics works changes, the depth andbreadth of the citizens’participation in government managementespecially through Internet are constantly strengthening. The humansociety stepped into a a new era of governing through network.Inthe present stage of the development process, as the traditionalmode of governance has shortcomings and the development ofgovernance model’innovation lags behind, the contradictorybetween the citizens’ growing demand for network politics and thebackward of the development of the government network platform isparticularly prominent. Especially the rapid development andexpansion of the Internet community, a single open of government’swork and simple service can not meet the users’ political aspirations.Government are facing unprecedented external pressure in the reform of political system, management system and so on. Onlinecommunity plays an impact on the traditional model of governancestep by step through the network media, network protest, networksmobilization adding the new constraints and unpredictable factors.How to deal with the relations between the governance and theInternet community is particularly important, which must be givenpriority to solve before our government change the currentgovernance model, practice service concept, innovate path selection.To solve these problems, this paper based on governance theory,participatory democracy, deliberative democracy theory, from theperspective of the association between the Internet community andgovernance starts to explore the online community, governance andmanagement meticulously, elaborate the sublimation from themanagement of government to the concept of governance, divideboundaries between the two concept. While clearly stating the onlinecommunity are the major forces to drive reinventing government ingovernance, which is also the center of governmentnetworks’reform and an effective complement to the organizationalstructure of the government role. This paper clarifies the relationshipbetween the two concept. By an objective analysis of a large numberof social cases, this paper suggests that the governance plays anactive role in the Internet community with the reality meaning ofpromoting the development of service concept,, changinggovernance patterns, accelerating administrative response,improving the building of the administrative team, enhancing theopen of government information. And on this basis, from threeaspects of the transition from bureaucracy to democracy and the reconstruction of the government and social relations, the produce ofinteractive governance model,the interaction patterns of onlinecommunity’participation in governance were analyzed. Accordingto the above analysis, this paper based on the status of therelationship between different levels of Taiyuan government andnetwork community, through visiting30people who had sought helpfrom the Government through the network platform and hadcommunication with the government on Internet, surveying a largenumber of real online data, an objectively real analysis of the thestatus of the network platform in Taiyuan and Qingxu County, YangquCounty, and Loufan County which are under the jurisdiction ofTaiyuan. This paper combining the national data resulted from the"Chinese government website performance evaluation results in2013" to confirm, and extracts that all levels of thegovernment’network platform of Taiyuan city exists lots of realproblems, including that the contents of services lack, the practicalfunction is not strong, the lack of officials and the public interaction,feedback lag, significant regional differences.In the end, the author based on the above theory and practicalcomprehensive analysis explores the route optimization of networkcommunity and governance. Based on the summarizing and promotingscholars’view, this paper proposes how to optimize the path choice ofour network community groups and governance, which attachesgreat importance to the network communication, clears the roles ofonline community, establishes a special working mechanisms, openthe timely communication channels and achieve positive interactionbetween the two sides. This paper tries to provide valuable reference for academics who makes researches on relations between onlinecommunity and government, as well as provide meaningfultheoretical support for government departments in the new era ofinnovation and development.
