With the continuous development and updating of modern science and technology, TV shopping has developed into an important part in the people’s daily life. TV shopping channel as the development of TV shopping to a product of a certain size, it brings a new sales model which is quietly changing people’s shopping habits, and continue to impact on traditional retail. As a new retail consumer, the broad market prospects to attract more and more modern medias, especially the development of TV shopping. There has appear the Government’s public regulation problems in the TV shopping regulation, such as the lack of appropriate laws and regulations, the lack of effective supervision, regulation too extreme phenomenon and so on.for China’s TV shopping, there has been a lot of problems to be solved in the development process, such as the emergence of a large number of fake and shoddy products, stricken consumer complaints, their TV shopping goods has formed a poor quality, business reputation low, post services a bad impression, which has to a certain extent, a serious impediment to the development of China’s TV shopping. To improve and perfect this industry, it is necessary to analysis the regulation of TV shopping in China, promoting the healthy development of the TV shopping industry.This paper consists of four chapters. The first chapter is the introduction of the essay, introduces the research background, literature review and research contents and methodologies. The second chapter illustrates the concept of TV shopping and public regulation defines, describes the composition of TV shopping regulation and its characteristics. Then the chapter analyzes some related public regulation theories of TV shopping, including the externality and the economic efficiency theory, the theory of monopoly. The third chapter introduces the theory of development of TV shopping and current regulations, and the paper argue that the current regulations lack legal norms and effective supervision, sometimes the regulation is excessive. The reason is that China’s legal system is not complete, the supervision of TV shopping is not enough and the power of relevant government departments is too concentrate. The fourth chapter is the core section of this paper. On the basis of TV shopping mode of USA, Germany, Japan, South Korea and other countries and regions, the paper holds the viewpoint that we need to complete our TV shopping regulation system by improving the TV shopping, TV shopping regulation content to strengthen regulation efficiency and upgrade the TV shopping regulation ability. Especially speed up the TV shopping legislation, improve the review procedures, specialize regulatory agencies and stakeholder responsibilities, establish the TV shopping operation daily monitoring system, and promote the standardization development of TV shopping industry.
