With the accelerating development of urbanization and modernization in China, more and more rural labors have been flooding into cities, especially those migrant workers of new generation who were born in the1980s and1990s have become an integral part in Chinese industrial workers and the main force in city construction. They have made prominent contributions to our country’s economic and social development. With a whole new way of thinking, more than100million migrant workers of new generation have gone into the city. Compared with previous generation migrants, their self-quality has improved greatly, and they have a strong will to integrate into the city. However, they are faced with so many barriers. The theme of Shanghai World Expo "Better City, Better Life" is not reflected in the migrant workers of new generation. Therefore, understanding the employment in cities and current situation of their work and life, and exploring the reasons why they have nothing to depend on, and promoting the migrant workers of new generation to integrate into the city better and faster are extremely urgent and quite significant. Solving the problems of the migrant workers of new generation is the need of fundamentally solving the problem of "agriculture, rural areas and farmers", continuing to push forward industrialization and urbanization in our country, improving people’s livelihood, implementing the scientific concept of development, building a harmonious society and a well-off society, and finally achieving the Chinese dream.Firstly, the paper expounds theories related to immigration and urban and rural population transfer from abroad, and research related to the migrant workers of new generation at home. Then it makes a brief comment and points out the advantages and disadvantages.Secondly, the paper carries out basic concept carding for migrant workers in the span of30years, introduces several authoritative definition, and clarifies migrant workers’past and present; By carding scholars’varieties of thoughts on new generation migrant workers, the paper gives its own definition:migrant workers are those who were born in the1980s and over the age of16. Then, the paper summarizes the theoretical basis of this article, that are Marx’s theory of justice, the concept of scientific development, inclusive growth theory and the content of the social integration theory, explains their role in promoting and pushing the migrant workers of new generation into the city, and further confirms using theory to guide practice, which is the basic principle of Marx’s theory.Again, the paper uses a large number of empirical data to describe advantages and obstacles integration into the city of the migrant workers of new generation, and makes up for the emptiness of single depended on qualitative reasoning, and enhances the article convincing. Migrant workers of new generation has considerable advantages than older generation of migrant workers in aspects of the cultural level, urban life’s satisfaction and willingness to stay in city, and have more real strength to integrate into the city. Meanwhile, the institutional barriers represented by household registration system still exist, and they are too huge to reform. Of course, human capital and social capital for the migrant workers of new generation are still weak, and it still needs a long time to break cultural psychological barriers.Finally, the paper gives policy suggestions for promoting the migrant workers of new generation to integrate into the city from six aspects. Adhere to the core idea of respecting the will and the basic principles of step by step, break the urban and rural dual system, process rural land reasonably, guide the new generation peasant workers’ employment, enhance human capital and social capital, melt cultural psychology of the ice, we will finally realize the ultimate goal of migrant workers’deep integration into the city. The innovations of this paper manifest in combining a variety of analysis methods of integrating point and sphere, Connecting Interior with Exterior, combination of experience analysis with quantitative analysis to survey the advantages and obstacles of the integrating into cities of migrant workers of new generation. Then, it puts forward six policies, including reforming and innovating urban and rural household registration system, to build policies of promoting the integrating into urban of the migrant workers of new generation.
