Migrant workers is a unique social group after China’s reform and opening up. With the development of the Times,migrant workers also appeared to generational change in the group.The new generation of migrant workers has gradually become the main force of migrant workers.On January 31,2010,"the New Generation of migrant workers" was firstly mentioned in the first Document of Central Government,and clear requiremrnts"Adopting appropriate measures,efforts to resolve the new generation of migrant workers and research co-ordination agricultural transfer of the new situations and problems after the urban and rural population settled into city". It shows that the new generation of migrant workers has been highly valued by the party and government.According to the National Bureau of statistics, the number of the new generation of migrant workers,which was born in the 1980s or 1990s,has more than 100 million.Compared with the first generation of migrant workers,the new generation of migrant workers has relative highly level of cultural and skills.Most of them graduated from or drop out middle school or high school into city to work.They lack of farming experience and the spirit of hard working,the identity of the rural is far lower than the identity of the city. The subjective desire of them melt into city is very strong.But their city dream in reality encountered a lot of unfair treatment, which made the process of their melt into city facing so many difficulties.Based on the perpective of management,using the theory of social exclusion to illustrate many institutional obstacles encounterded by the new generation of migrant workers in the process of integration in urban.Our country urban and rural householi registration system,and establishment of the householi registration system on social security,housing,education,land and other aspects of the system and policies of to differentiate between urban and rural areas,resulting in the enjoyment of the rights of the uaban public resources and social welfare of the new generation of migrant workers deprived. Using the theory of institutional change to interpret the new institutional demands and the necessity of institutional reform,which the new generation of migrant workers in the process of their into city.And put forward opinions and suggestions of some institutional reforms,hoping to some help for government departments in dealing with the problems releted to the new generational of migrant workers’inntegration into city.
